Federal Government Launches Regulatory Reform to Expedite Major Project Approvals

On May 8, 2026, Dominic LeBlanc, Minister responsible for Canada-U.S. Trade and Intergovernmental Affairs, and Steven MacKinnon, Minister of Transport, detailed a policy initiative aimed at simplifying federal regulatory reviews for major Canadian projects. Citing delays in infrastructure development for sectors such as energy, critical minerals and clean technology, the government announced upcoming consultations on reforms that would restrict federal reviews and decisions to a one-year time frame after all proponent information has been submitted. The proposals also set out to create a single comprehensive federal decision per project, designate lead regulatory agencies, and introduce a 'tell-us-once' information protocol to reduce reporting duplication. The reforms would be coordinated alongside engagement with Indigenous groups and include the creation of a Crown Consultation Hub, as well as regional impact assessments to delineate federal economic zones. Public and stakeholder input on two discussion papers is solicited during a 30-day window. The changes aim to improve certainty in major project timelines and federal permitting, and anticipate impacts on supply chain efficiency, port governance and investment conditions in the energy and utilities sector.

Competition Bureau Challenges Keyera’s Proposed Acquisition at Fort Saskatchewan Energy Hub

The Competition Bureau filed an application with the Competition Tribunal on May 5, 2026 to block Keyera Corp.'s acquisition of Plains All American Pipeline LP’s Canadian natural gas liquids business. Following its investigation, the Bureau determined the merger would significantly increase concentration at the Fort Saskatchewan, Alberta hub—Canada’s primary location for natural gas liquids processing and storage. The transaction would reduce the number of principal competitors from three to two, potentially giving the merged entity greater leeway to set prices, set contract terms, and control infrastructure access. The Bureau claims such market concentration could raise costs and reduce service options for Canadian energy producers, with supply chain implications. The matter will proceed before the Competition Tribunal; Keyera and Plains must await the Tribunal’s decision before moving forward.

Government of Canada Invests $20 Million in Electra Battery Materials’ Cobalt Refinery

Pauline Rochefort, Parliamentary Secretary for Rural Development, announced on May 4, 2026 a $20 million federal investment into Electra Battery Materials’ expansion project in Temiskaming Shores, Ontario. The project, supported by the Strategic Response Fund with a total value of $99.4 million, will create North America’s first cobalt sulfate refinery. Once operational, the refinery is expected to produce battery-grade cobalt sulfate sufficient for up to one million EVs annually, creating 160 jobs and supporting 100 skilled trades during construction. The facility will supply domestic and export markets across EV, defence, and semiconductor manufacturing, and is set to lessen sector reliance on imported cobalt for battery components. Minister Announces $165 Million for College-Led Applied Research Initiatives
