Regulation (EU) 2026/1818 – Welfare and Traceability of Dogs and Cats

Regulation (EU) 2026/1818 of the European Parliament and the Council, adopted on 17 June 2026 and published on 10 August 2026, establishes minimum requirements for the welfare of dogs and cats bred, kept, or placed on the EU market, as well as harmonised traceability rules. The regulation covers identification via microchip transponders, registration in interoperable national databases, and obligations for breeders, sellers, and shelters regarding animal care, recordkeeping, staff training, and responsible ownership information. It also includes controls on imports from third countries, sets rules for fostering and selling online, and provides for future delegated and implementing acts by the Commission. Entry into force is scheduled for 31 August 2028, with various provisions phased in up to 2041 for all cats. (OJ L 2026/1818, CELEX: 32026R1818)

Commission Implementing Regulation (EU) 2026/1904 – Definitive Anti-Dumping Duty on Terephthalic Acid

On 7 August 2026, the Commission adopted Regulation (EU) 2026/1904 imposing definitive anti-dumping duties on imports of terephthalic acid (TA) originating in the Republic of Korea and Mexico. The investigation, launched under Regulation (EU) 2016/1036, found dumping margins for Korean exporters at 6.1% (Samnam, Hanwha), 13.3% (all others), and for Mexico at 75.5%. Injury margins were set higher but duties were capped at the dumping margin levels. The duties apply to CN code ex 2917 36 00 (TARIC 2917 36 00 11) and cover both PTA and QTA products. Commission Implementing Regulation (EU) 2026/1928 – Extension and Continuation of Countervailing Duties on Glass Fibre Fabrics

The Commission adopted Regulation (EU) 2026/1928 of 7 August 2026, following an expiry review under Article 18 of Regulation (EU) 2016/1037. It maintains and extends definitive countervailing duties on imports of certain woven and/or stitched glass fibre fabrics originating in China and Egypt, as well as on imports consigned from Morocco and Türkiye, and to offshore installations. The review confirmed the continuation of subsidisation and injury to the EU industry. Duties remain at 17.0–30.7% for China and 10.9% for Egypt. (OJ L 2026/1928, CELEX: 32026R1928)

Commission Implementing Regulation (EU) 2026/1929 – Provisional Anti-Dumping Duty on Silico-Manganese Steel Wire from China

Regulation (EU) 2026/1929, published 10 August 2026, imposes provisional anti-dumping duties of 75.3%–102.4% on imports of certain wires of silico-manganese steel from China. The investigation established significant dumping and material injury to the EU industry. Sampling of Chinese exporters and Union producers was applied. Commission Implementing Regulation (EU) 2026/1926 – New Exporting Producer Treatment for Chinese Fasteners

On 7 August 2026, the Commission amended Implementing Regulation (EU) 2022/191 on anti-dumping duties for Chinese iron or steel fasteners by adding Ningbo Orange Hardware Co., Ltd. as a new exporting producer. The company now benefits from the 39.6% duty rate assigned to co-operating non-sampled companies, following acceptance of a request and verification of conditions. Commission Implementing Decision (EU) 2026/1936 – Health Certificate Rules for Animal Imports from New Zealand

Decision (EU) 2026/1936 of 5 August 2026 replaces Decision (EU) 2015/1901 to lay down updated certification rules and introduce a new model health certificate for the entry of consignments of live animals and products of animal origin from New Zealand determined as equivalent to Union standards. The Decision introduces strengthened attestations, extended transitional periods for certificate formats, and additional requirements on the use of antimicrobials and welfare guarantees. Decision No 1/2026 – EU–Switzerland Joint Veterinary Committee: Amendments to Annex 11
