European Startup and Scaleup Scoreboard Released
The European Commission published the inaugural European Startup and Scaleup Scoreboard (ESSS) on 28 May 2026. According to Commissioner Ekaterina Zaharieva, the ESSS tracks 36 performance indicators across EU Member States from 2020 to 2025, revealing notable improvement in startup ecosystems in 20 out of 27 countries. Estonia, Sweden, and Finland are recognised as front-runners, performing well above the EU average in digital infrastructure, talent, and R&D investment. The Scoreboard identifies gaps in venture capital and scaling for rising countries such as Greece and Romania. Strategic actions informed by the Scoreboard include initiatives like EU Inc., the European Business Wallet, and the EU Visa Strategy, all designed to attract talent and simplify cross-border operations. The Scoreboard is a key deliverable under the EU Startup and Scaleup Strategy published in 2025.

New Communication on Humanitarian Aid
On 26 May 2026, the Commission outlined its new Joint Communication on Humanitarian Aid, addressing the evolving needs of 239 million people worldwide. The document sets out reforms for supply chains, increased protection for humanitarian workers, and expanded partnerships with international institutions. Humanitarian diplomacy is defined as engagement using political and economic instruments to improve compliance with international humanitarian law. The Communication also supports a more integrated approach in fragile contexts, promoting collaboration among EU services and Member States. The 2026 humanitarian aid budget stands at €2.3 billion, following mobilisation of reserves, maintaining the EU’s position as a leading donor globally. Discussions continue for the next Multiannual Financial Framework.

Launch of Common Identity Repository Operations
Commission Implementing Decision (EU) 2026/1156, adopted on 28 May 2026, sets 12 June 2026 as the start date for operations of the common identity repository (CIR). The CIR, pursuant to Regulations (EU) 2019/817 and 2019/818, facilitates identification across EU information systems for borders, visas, police, asylum, and migration. The technical and legal requirements were validated by eu-LISA and Member States, and the Decision is binding on Schengen-associated states including Denmark, Iceland, Norway, Switzerland, and Liechtenstein.
European Search Portal Set for Operation
Commission Implementing Decision (EU) 2026/1155 determines that the European search portal (ESP) will begin operations on 12 June 2026. The ESP, under Regulations (EU) 2019/817 and 2019/818, provides Member State authorities and Union agencies with streamlined access to multiple EU and international databases. The technical arrangements were approved and tested by eu-LISA, with the Decision applicable to Schengen-associated countries.
Registration of European Citizens’ Initiative 'Rights for Nature'
Commission Implementing Decision (EU) 2026/1141, adopted on 19 May 2026, registers the European citizens’ initiative 'Rights for Nature: Empower Citizens to Represent and Protect Ecosystems.' The initiative, submitted on 27 March 2026, seeks recognition of ecosystem rights and legal standing for citizens to act on behalf of nature. The Decision finds the proposal within the Commission’s powers under Regulation (EU) 2019/788 and addresses the group of organisers, led by Emmanuel Schlichter and Marine Yzquierdo.

Employment Committee Opinion on European Competitiveness Fund
The Committee on Employment and Social Affairs (EMPL) adopted an opinion on 28 May 2026 regarding the proposal for a regulation establishing the European Competitiveness Fund (ECF). Rapporteur Grégory Allione reviewed provisions for defence research and innovation, as well as amendments to related regulations, focusing on employment and social affairs implications.
Draft Opinion on 2027 EU Budget
On 27 May 2026, the Committee on Agriculture and Rural Development (AGRI) released a draft opinion on the general EU budget for the financial year 2027. Rapporteur Wouter Beke assessed allocations across all sections, including agricultural and rural funding, in preparation for budget negotiations.
SANT Committee to Vote on EU Health Workforce Crisis Plan
The Committee on Public Health (SANT) will vote on an EU health workforce crisis plan on 3 June 2026, focusing on healthcare system sustainability and working conditions. Rapporteurs Loucas Fourlas (EPP, CY) and Ruggero Razza (ECR, IT) lead the report’s adoption. The agenda includes reporting on the Critical Medicines Act, committee missions, and exchanges with ECDC and Commissioner Hadja Lahbib.
Women’s Rights Committee Mission to Georgia
From 26 to 28 May 2026, the Committee on Women's Rights and Gender Equality (FEMM) conducted a mission in Georgia led by Dainius Žalimas (Renew, LT). The delegation assessed gender equality, women’s representation, and challenges such as gender-based violence and digital threats. Meetings included civil society, journalists, and international partners, with support expressed for Georgia’s EU aspirations.
Development Committee Mission to Mozambique
A delegation from the Committee on Development (DEVE), chaired by Hilde Vautmans (Renew, BE), visited Mozambique from 26 to 28 May 2026 to assess Global Gateway projects and EU-funded youth employment initiatives. The mission addressed challenges from natural disasters, security crises, and underdevelopment, with a focus on humanitarian aid and youth empowerment.
Employment Committee Mission to La Réunion Addresses Youth Unemployment
Four MEPs from the Employment and Social Affairs Committee (EMPL), led by Dennis Radtke (EPP, DE), visited La Réunion from 26 to 28 May 2026. The delegation reviewed projects supported by the European Social Fund +, including job creation and training for disadvantaged youth, and discussed regional needs in advance of budget negotiations.
CULT Committee Visit to European Youth Capital Tromsø
MEPs from the Committee on Culture and Education (CULT) visited Tromsø, the 2026 European Youth Capital, to discuss youth participation and engagement. Meetings included local officials and youth organisations, with exchanges at UiT The Arctic University and the Nordic Arctic Youth Summit. The visit forms part of the #Engaged4YOUth strategy.
