Commission Implementing Regulation (EU) 2026/1963 defines evidence for steel 'melt and pour' origin
The Official Journal published Commission Implementing Regulation (EU) 2026/1963 of 28 August 2026, determining documentary evidence importers must provide to demonstrate the country of 'melt and pour' for steel and iron products. The Regulation specifies that a Mill Test Certificate including both the country of melt and pour and the heat number must be presented at import, as required under Regulation (EU) 2026/1384, Article 4(2). Where such a certificate is unavailable or incomplete, alternative documentation such as invoices, delivery notes, or long-term supplier declarations may be used for the first year of application. Failure to supply verifiable evidence will result in rejection of imports by customs. The new requirements apply from 1 October 2026, with a transitional list of acceptable evidence until 30 September 2027. CELEX: 32026R1963.
