Commission publishes guidance clarifying EU water laws with focus on mining and raw materials
The European Commission released guidance on 21 May 2026 regarding the harmonised application of the Water Framework Directive (2000/60/EC), Groundwater Directive (2006/118/EC), and Environmental Quality Standards Directive (2008/105/EC). The document introduces practical clarifications for faster, more consistent permitting assessments particularly for mining and critical raw materials projects, while outlining exemptions for short-term water quality impacts and certain pollution relocations. The publication is linked to the broader RESourceEU Action Plan and aligns with objectives under the Water Resilience Strategy. It references amendments to water legislation that allow case-by-case flexibilities. The Commission states that the guidance will support implementation in strategic sectors also covered by the Renewable Energy Directive III, Chips Act, and Net Zero Industry Act. Commissioner Jessika Roswall described the guidance as a contribution to both competitiveness and high environmental standards.

Commissioner Síkela details EU-Greenland partnership on critical raw materials, connectivity and investment
On 19 May 2026, Commissioner Jozef Síkela addressed media in Nuuk following the first EU-Greenland Policy Dialogue at commissioner level. He announced ongoing work on an updated EU Arctic Strategy, developed in coordination with Greenlandic authorities and stakeholders, stressing the centrality of Greenland in EU efforts for secure, diversified supply chains of critical raw materials and digital connectivity. The Commission's proposal aims to increase the EU financial envelope for Greenland to €530 million for the 2028-2034 budget cycle, up from €225 million. Current projects include a 1,000 km undersea cable and the first commercial hydropower installation at Tasersiaq. The Commissioner referenced progress on the critical raw materials projects and committed to further cooperation focusing on local benefits and robust environmental standards.
Commission answers on new Fertiliser Action Plan tackling supply vulnerabilities
Published on 18 May 2026, the Commission's Q&A clarifies the rationale for the Fertiliser Action Plan, citing heightened import dependency—30% for nitrogen, 70% for phosphate rock, 40% for potash—and persistent vulnerabilities amplified by recent geopolitical and energy market disruptions. The plan links to the RESourceEU Action Plan, promoting a value chain partnership among producers, farmers, and member states as well as short-term liquidity support for affected farmers. The guidance explains planned legislative initiatives for CAP adaptation, increased market transparency, biogas support, and possible activation of the Internal Market Emergency and Resilience Act. The medium- and long-term aims address supply chain diversification, sustainable fertilisers, and improved resilience of EU agriculture.
