ITC Initiates Full Five-Year Reviews on Common Alloy Aluminum Sheet Imports
The U.S. International Trade Commission began full five-year reviews under the Tariff Act of 1930 on antidumping and countervailing duty orders for common alloy aluminum sheet imports from Bahrain, India, Turkey, and additional countries. The Commission determined group responses from Bahrain were adequate and opted for comprehensive reviews for remaining countries to promote administrative efficiency. A schedule will be established and announcement made. Stakeholders can access the record at edis.usitc.gov and review participation rules under 19 CFR part 201 and 207.

Commerce Finalizes Antidumping Duty Review: Cold-Drawn Mechanical Tubing of Carbon and Alloy Steel from India
The Department of Commerce issued final results for its 2023-2024 antidumping duty review on cold-drawn mechanical tubing of carbon and alloy steel from India. Goodluck India Limited and Tube Products of India, Ltd. were assessed dumping margins of 0.91% and 4.58%, respectively. Importer-specific assessment rates and cash deposit rates have been updated, with instructions to Customs and Border Protection due within 35 days. Proprietary information handling aligns with administrative protective order regulations.

EPA Posts Status Information for New Chemical Submissions (November 2025–February 2026)
The Environmental Protection Agency published updates on new chemical reviews for TSCA filings, including PMNs, SNUNs, MCANs, and amendments. Details cover substances under assessment for industrial use, battery components, lubricants, adhesives, and biocatalysts, among others. Status tables reflect several ongoing notifications and scheduled testing regimes. Comments may be submitted through regulations.gov by July 10, 2026; confidential business information must follow specific marking rules.

Final Results of Countervailing Duty Review on Finished Carbon Steel Flanges from India
Commerce issued its final results for the 2023 review period, determining subsidy rates for steel flange exporters from India. Norma (India) Ltd. was assigned a rate of 2.40%, R.N. Gupta & Co. Ltd. received 2.27%, with the group rate for non-examined companies set at 2.32%. Companies have until August 7, 2026 to file petitions for judicial review. Cash deposit requirements are updated for future entries; proprietary information protection protocols under APO must be followed.

FTZ Board Limits Intake of Foreign Status High Purity Dissolving Wood Pulp at Two Facilities
The Foreign-Trade Zones Board authorized limited production activity for Celanese Acetate LLC (Narrows, VA) and Eastman Chemical Company (Kingsport, TN), with quotas for high purity dissolving wood pulp set at 57,500 air dry metric tons and 75,000 metric tons, respectively, through May 31, 2027. Annual updates to the intake limits are expected, with the decision processed under 15 CFR part 400.
