Presidential Proclamation Extends HON Rule Compliance Deadlines for Chemical Manufacturing Facilities

President Donald J. Trump signed a proclamation on July 13, 2026, extending compliance deadlines by two years for specific chemical manufacturing facilities subject to the EPA's HON Rule. The exemption was granted due to the proclaimed lack of commercially viable emissions-control technologies and concerns over national security and critical supply chains. Facilities listed in Annex I will continue operating under standards predating the HON Rule during the exemption period. Impacted sectors include advanced manufacturing, medical device sterilization, semiconductor fabrication, and defense chemical supply. The White House indicated the relief aims to maintain U.S. industrial capacity and reduce reliance on foreign chemical inputs, referencing previous policy reversals on refrigerants and the "Endangerment Finding". The EPA is instructed to continue monitoring existing standards for these facilities.

Antidumping Duty Administrative Review: Common Alloy Aluminum Sheet from Bahrain

The Department of Commerce released preliminary results for the antidumping duty review covering common alloy aluminum sheet imports from Bahrain for April 2024 to March 2025. Gulf Aluminium Rolling Mill B.S.C. was found to have a weighted-average dumping margin of 6.25% for the review period. Disclosure of calculations is expected within ten days, and public comment deadlines are outlined. Cash deposit rates and assessment instructions will be established upon finalization, with importer responsibilities for duty certifications reiterated.

Countervailing Duty Review: Polyethylene Terephthalate Film from India

The Department of Commerce announced final results for the countervailing duty review on PET film from India, covering January to December 2023. Net countervailable subsidy rates were calculated as 10.07% for Cosmo First Limited and 135.38% for JPFL Films Private Ltd., including their cross-owned entities. Assessment instructions will be issued within 35 days, with updated cash deposit requirements for future entries.

Antidumping Duty Administrative Review: Wooden Cabinets and Vanities from China

Preliminary results for the antidumping duty review on wooden cabinets, vanities, and components from China were published for April 2024 to March 2025. Yixing Pengjia Technology Co., Ltd. and three other firms received a weighted-average dumping margin of 7.48%. Forty-two companies were rescinded from the review owing to withdrawn requests or no-shipment findings. The China-wide entity’s duty rate remains at 251.64%. Public comment and hearing procedures are set according to federal regulations.

Countervailing Duty Review: Common Alloy Aluminum Sheet from Turkey

Commerce released preliminary results for the 2024 countervailing duty review of common alloy aluminum sheet from Türkiye. Assan Aluminyum Sanayi ve Ticaret A.S. received a subsidy rate of 2.64%, Teknik Aluminyum Sanayi A.S. received 2.47%, with ASAS Aluminyum and P.M.S. Metal Profil Aluminyum at 2.56%. Disclosure is scheduled within ten days, and verification will occur prior to finalization. Final results will determine assessment rates and updated cash deposit requirements.
