Definitive Anti-Dumping Duty on Terephthalic Acid Imports from Korea and Mexico
Commission Implementing Regulation (EU) 2026/1904, published on 10 August 2026, imposes a definitive anti-dumping duty on imports of terephthalic acid from the Republic of Korea and the United Mexican States. The measure follows an investigation period (IP) of 1 July 2024 to 30 June 2025 and confirms that dumped imports, notably from Samnam Petrochemical and Hanwha Impact Corporation, caused material injury to the Union industry. Duties for Korean producers range from 6.1% to 13.3%, while Mexican producers are subject to a 24.1% rate. The regulation specifies TARIC codes for affected companies and lays out procedural rules for invoice presentation and potential anti-circumvention investigations. Entry into force is the day after publication in the Official Journal.
Provisional Anti-Dumping Duty on Silico-Manganese Steel Wire from China
Commission Implementing Regulation (EU) 2026/1929 of 7 August 2026 imposes a provisional anti-dumping duty on imports of certain wires of silico-manganese steel originating in China. The regulation finds significant distortions under Article 2(6a) of Regulation (EU) 2016/1036, confirms injury to the Union industry, and calculates provisional duties as high as 102.4%. The investigation period was 1 October 2024 to 30 September 2025. The Commission uses Malaysia as a representative country for normal value calculation and confirms legally robust procedures ahead of the potential introduction of definitive measures.
Amendments to Hazardous Chemicals Regulation—Pesticides and Industrial Chemicals
Commission Delegated Regulation (EU) 2026/1278 of 9 June 2026 (CELEX 32026R1278) amends Regulation (EU) No 649/2012 on the export and import of hazardous chemicals, published on 12 August 2026. Multiple substances, including carbendazim, metribuzin, and several others, are added or moved within Annex I or V, reflecting new classifications, bans, and international convention decisions. The updated lists take effect from 1 October 2026, directly impacting market access and export controls for manufacturers and importers.
Definitive Countervailing Duty Renewed for Glass Fibre Fabrics from China and Egypt
Commission Implementing Regulation (EU) 2026/1928 of 7 August 2026 renews definitive countervailing duties on certain woven and/or stitched glass fibre fabrics from China and Egypt, as well as on imports consigned from Morocco and Türkiye and those delivered to offshore installations, following an expiry review under Article 18 of Regulation (EU) 2016/1037. The investigation confirms the continuation of multiple subsidy schemes, finding likelihood of both recurrence of subsidisation and injury. Countervailing duties remain at 17.0–30.7% for China and 10.9% for Egypt.
Durability Multipliers for Heavy-Duty Vehicle Emissions (Euro 7)—Technical Amendment
Commission Delegated Regulation (EU) 2026/1216 of 9 June 2026 amends Regulation (EU) 2024/1257 to set durability multipliers for gaseous pollutants from heavy-duty vehicles (categories M3, N2, N3). The technical amendment, published 13 August 2026 (CELEX 32026R1216), aligns the multipliers (set at 1.2) for Euro 7 vehicles with other categories, effective 20 days after publication.
Anti-Dumping Duty Adjustment for Certain Iron or Steel Fasteners from China
Commission Implementing Regulation (EU) 2026/1926 of 7 August 2026 amends Implementing Regulation (EU) 2022/191, providing new exporting producer treatment (NEPT) to Ningbo Orange Hardware Co., Ltd. for anti-dumping duties on certain iron or steel fasteners from China. Upon review, the company meets the NEPT criteria and is assigned the 39.6% rate applicable to cooperating companies not in the original sample.
