Executive Order 14412: Transition to Post-Quantum Cryptography for Federal Systems

On June 22, 2026, Executive Order 14412 established a federal policy to transition government information systems to NIST-approved Post-Quantum Cryptography (PQC) by 2030 for key establishment and 2031 for digital signatures. The Office of Management and Budget (OMB) and National Cyber Director are tasked with overall coordination, while NIST, NSA, and CISA provide technical guidance. Agencies must identify PQC migration leads and assess high-value assets in their inventories, initiating a migration pilot project by 2027. Operators of critical infrastructure are directed to develop migration plans, and international engagement is led by the State Department. Federal procurement procedures will be amended to require contractor compliance with PQC standards. CISA will issue public guidance, and annual migration progress updates are mandated.

FCC Final Rule: Broadband Data Collection and FCC Form 477 Modernization

The Federal Communications Commission released a Sixth Report and Order on June 24, 2026, revising the Broadband Data Collection (BDC) and FCC Form 477 program. The Order harmonizes broadband service definitions across filings, declines proposals for expanded reporting by satellite and fixed voice providers, and updates ministerial references following bureau reorganizations. It improves the Fabric challenge process, eliminating some provider notification requirements, and clarifies authority to update the National Broadband Map (NBM) based on adverse audit findings. Facilities-based providers must report broadband connections in service using a consistent definition with BDC. The Order identifies reductions in regulatory burdens, particularly for small entities; updated rule citations and procedures are effective July 24, 2026.

FCC Proposed Rule: Additional Revisions for Broadband Data Collection

On June 24, 2026, the FCC published a Further Notice of Proposed Rulemaking seeking comment on eliminating outdated requirements and simplifying the Broadband Data Collection (BDC) process. Proposals include options to relax reporting for 'grandfathered' services, eliminate low-speed fixed broadband data submissions below 25/3 Mbps, remove disclosure of maximum buffer sizes and relax antenna height limits in fixed wireless coverage modeling, end legacy 3G mobile broadband and voice data collection, introduce best practice guidelines for data retention periods, and improve structured response mechanisms for fixed and mobile challenge processes, including potential drone-based test data. Comments are due July 24, 2026, with reply comments by August 24.

FCC Open Commission Meeting: Network Modernization Initiatives

The FCC scheduled an open commission meeting for June 25, 2026, addressing several rulemakings. Agenda items include proposals to eliminate barriers to wireline deployments, E-Rate competitive bidding reforms, protecting children on E-Rate networks, facilitating Next Generation 911 interoperability, modernizing emergency alert systems with targeted cybersecurity measures, and accelerating secure submarine cable infrastructure. Notices of Proposed Rulemaking and Reports, including updates for emergency communications and national security reviews for cable landing licenses, will be discussed. Executive Order 14411: Advancing Quantum Information Science and Technology

President Donald J. Trump signed Executive Order 14411 on June 22, 2026, launching a coordinated federal strategy to expedite U.S. quantum information science and technology leadership. The order updates the National Quantum Strategy, initiates the Quantum Computer for Application Development and Discovery Science (QC-ADDS) effort, and mandates deployment of quantum-enabled sensors and networks within five years. Federal agencies, private sector, and international partners are instructed to strengthen supply chains, increase workforce development via apprenticeships and credential institutes, and reinforce counterintelligence protections. Progress reports are required at set intervals.

Bill 4882: Amendment to Export Control Reform Act for ICT Supply Chain Security

Introduced on June 24, 2026, this bill proposes updating the Export Control Reform Act to address information and communications technology and services supply chain security. It was read twice and referred to the Committee on Banking, Housing, and Urban Affairs.
