FCC Adopts 2026 Mandatory Data Collection for Incarcerated People's Communications Services

The Federal Communications Commission (FCC) has initiated the 2026 Mandatory Data Collection (MDC) focused on Incarcerated People's Communications Services (IPCS), with the Wireline Competition Bureau and Office of Economics and Analytics issuing instructions, templates, and certification forms. Providers are required to report comprehensive cost data for the 2025 calendar year by December 21, 2026, covering capital expenses, operating costs, and detailed categories for safety and security measures. Reporting obligations also include company-wide site commission totals, third-party payment processing fees, and tablet usage data divided between regulated and non-regulated services. The FCC declined proposals for expanded metrics and additional documentation requirements beyond existing standards. These measures are intended to equip the FCC with the data necessary to establish IPCS rate-setting and ensure fair, streamlined reporting processes.

FCC Advances Rulemakings and Information Collections on C-band Spectrum and Broadcast Operations

The FCC has issued notices for information collections relevant to the Upper C-band Clearinghouse, Relocation Coordinator mechanisms, and agreements between 3.7 GHz Service Licensees and earth station operators. Recent rulemakings focus on transitioning Fixed Satellite Service (FSS) users out of 4.0–4.16 GHz by 2030 or 2031, supporting public auctions for new wireless licenses, and instituting reimbursement processes for affected incumbents. Licensees and operators must comply with coordination practices, maintain technical agreements, and submit engineering analyses regarding interference mitigation. The Upper C-band Clearinghouse will oversee actual cost reimbursement, lump sum payments, and rebate programs, while the Relocation Coordinator manages migration timelines and mediates disputes.
