Commission proposes Tech Sovereignty Package to bolster AI, cloud, and semiconductors

On 2 June 2026, the European Commission presented the European Technological Sovereignty Package, introducing new measures aimed at reinforcing Europe's capacity in semiconductors, artificial intelligence, cloud computing, and open-source technologies. President Ursula von der Leyen underscored the strategic necessity of technological autonomy and referenced the critical roles of the Chips Act 2.0 and the Cloud and AI Development Act. The package also brings forward an EU Open Source Strategy and a Strategic Roadmap for Digitalisation and AI in the energy sector. These measures target supply chain resilience and security, with the Chips Act 2.0 introducing accelerated permitting, an excellence label for semiconductor regions, and an ecosystem approach linking chip production to growing sectors such as AI Gigafactories. The Cloud and AI Development Act seeks a tripling of EU data centre capacity within seven years, supported by a new sovereignty framework for infrastructure and data. The strategy complements existing tools like the Competitiveness Compass and is part of the Commission’s broader ambition to position Europe as an 'AI continent.'

Jim Hagemann Snabe appointed Special Envoy for Industrial Artificial Intelligence

On 2 June 2026, the European Commission appointed Jim Hagemann Snabe as Special Envoy for Industrial Artificial Intelligence. Hagemann Snabe, who will act as a non-remunerated Special Adviser until March 2027, will report directly to President Ursula von der Leyen and Executive Vice-President Henna Virkkunen. His remit covers the EU's industrial AI ecosystem, with an emphasis on infrastructure for high-performance computing, data centres, and semiconductor supply chains. The Special Envoy will also provide analysis on foundational AI technologies including large language models, generative AI, and advanced AI software, aligning technological progress with the EU’s evolving legislative frameworks. Mr. Hagemann Snabe has suspended board-level roles at Google Cloud and C3.ai for the duration of his advisory contract to ensure compliance with conflict-of-interest requirements.

Commission Delegated Regulation (EU) 2026/699 enhances cybersecurity for vehicle OBD data

Commission Delegated Regulation (EU) 2026/699, published on 3 June 2026, amends Regulation (EU) 2018/858 to introduce standardised and secure access procedures for vehicle on-board diagnostics (OBD) and repair data. The amendment addresses legal gaps concerning cybersecurity, aligning with obligations under Regulation (EU) 2019/2144 and UN Regulation No 155 on vehicle security. Manufacturers can now use specific technical and authentication measures to protect vehicles against cyberattacks, while maintaining non-discriminatory access for independent operators. The rules also mandate pseudonymised user data and enable more robust verification and suspension mechanisms in cases of cybersecurity incidents, in line with EU data protection laws.

Transport, Telecommunications and Energy Council to set approach on European Business Wallets

On 9 June 2026, the Transport, Telecommunications and Energy Council (Telecommunications configuration) will seek to establish a general approach on the European Business Wallets. The session will also include progress reports on the Cybersecurity Act 2 (CSA2) and the Digital Networks Act (DNA).
