EU and Mexico deepen partnership with Modernised Global Agreement and Trade Pact
The European Commission formalised the partnership with Mexico on 21 May 2026 at the 8th EU-Mexico Summit in Mexico City, signing the Modernised Global Agreement (MGA) and interim Trade Agreement (iTA). President Ursula von der Leyen, President of the European Council António Costa, High Representative Kaja Kallas, and Commissioner Maroš Šefčovič represented the EU. The agreements aim to reinforce supply chains, encourage investment, and support climate goals, while offering new opportunities for hospitality and retail businesses, notably in the agri-food sector. Mexico is set to protect 232 spirits and 336 European Geographical Indications under the pact. The terms include regulatory cooperation, digital trade, and enhanced public procurement access for EU firms. Both sides also agreed to establish a Strategic Dialogue at ministerial level and accelerate their Global Gateway investment agenda.

Commission proposes €144 million Solidarity Fund to aid Spain, Romania, and Cyprus after climate disasters
On 17 May 2026, the Commission proposed mobilising €144 million through the European Union Solidarity Fund (EUSF) to support Spain, Romania, and Cyprus recovery efforts in hospitality, tourism, and consumer infrastructure following climate disasters in 2025. Spain would receive €120.4 million for wildfire recovery, Romania €14.3 million for flood-damaged infrastructure, and Cyprus €9.2 million for wildfire response, pending approval by the Parliament and Council. Spain and Cyprus have already received advance payments. Full amounts will be released as a single payment once approved.
Spring 2026 Economic Forecast: Energy shock slows EU growth; inflation up
The Commission’s Spring 2026 Economic Forecast, published 20 May, reports EU GDP growth revised down to 1.1% for 2026 and inflation forecast at 3.1%. The hospitality and retail sectors face increased costs from surging energy prices. Despite a 40-month low in consumer confidence, consumption remains the main driver of growth. Nominal wage growth is expected to remain strong, and employment is forecast to stabilise at 6% unemployment by 2027. The forecast includes analysis on trade disruption, commodity supply shortages, and structural reforms relevant to businesses, with uncertainty driven by conflict in the Middle East.

Regulation (EU) 2026/1139 amends support for workers in enterprises undergoing restructuring
Published 20 May 2026, Regulation (EU) 2026/1139 revises Regulation (EU) 2021/691 to extend the European Globalisation Adjustment Fund (EGF) to ‘workers affected by imminent job displacement’ in enterprises undergoing restructuring. The regulation broadens qualifying restructuring events and mandates support for reskilling and upskilling, including for hospitality and retail employees in affected regions. Enterprises must now consult workers, provide co-financing, and facilitate job transition measures.
Commission rejects registration of Denizli Leblebisi (PGI) and Geyve Ayvası (PDO)
On 18 and 20 May 2026, the Commission issued Implementing Decisions (EU) 2026/1053 and 2026/1062 rejecting registration applications for ‘Geyve Ayvası’ (PDO) and ‘Denizli Leblebisi’ (PGI) from Türkiye. Both applications failed to meet requirements under Regulation (EU) 2024/1143 regarding producer group composition and proof of origin necessary for protected designation or indication.

Commission cancels registration of Ambt Delden (PDO)
Commission Implementing Regulation (EU) 2026/1068, published 19 May 2026, cancels registration of ‘Ambt Delden’ (PDO) following a request from the Netherlands and absence of opposition. The cancellation is made under Regulation (EU) 2024/1143.

Competitiveness Council to address tourism and industrial impacts
On 28 May 2026, the Competitiveness Council (Internal market and Industry) will approve conclusions on tourism and debate the Industrial Accelerator Act. Ministers will also discuss implications of the Middle East crisis on tourism.

TRAN Committee to deepen transatlantic dialogue on hospitality, aviation, and transport
The TRAN Committee, led by vice-chair Sophia Kircher (EPP, AT), announced its first official visit to Washington, D.C. under the current US administration. The delegation will consult US counterparts, industry representatives (including Tesla, Waymo, and Airbus), and discuss developments in aviation and autonomous vehicles relevant for retail and hospitality. The agenda includes review of passenger rights, infrastructure funding, resilient supply chains, and trade relations.
PETI Committee to assess impacts of sargassum influx and dock dues in French Caribbean
A delegation of the PETI Committee, chaired by Bogdan Rzońca (ECR, PL), will conduct a fact-finding mission in Guadeloupe. MEPs will evaluate effects of sargassum seaweed strandings and the dock dues tax system on tourism, hospitality, and consumer costs, consulting with local businesses, authorities, and environmental experts.
