European Commission

Commission presents first-ever EU strategies for islands and coastal communities

On 9 June, the European Commission introduced two new strategies dedicated to EU islands and coastal communities, affecting 17 million island residents across 16 Member States and 95 million living in coastal regions in 22 Member States. The initiatives address issues such as limited connectivity, economic fragmentation, demographic decline, and climate vulnerability through an integrated policy framework. The islands strategy emphasises improved transport, green energy development, local economies, and resilience against disasters, while the coastal strategy targets sustainable blue economy, climate adaptation, and maritime heritage. Measures include community-led blue bioeconomy projects, certification for blue carbon credits, and enhanced support for climate resilience, in cooperation with the European Investment Bank. Both strategies were shaped by stakeholder consultations and align with the European Ocean Pact. Outermost regions remain covered by a separate policy to be proposed later in 2026.

Commission and EIB Group expand financing for transformative investments under InvestEU

On 9 June, the Commission and European Investment Bank (EIB) Group signed an agreement for an additional €22 billion in strategic financing through the InvestEU programme. The amendment builds on the Omnibus II regulation adopted in December 2025 and raises the programme’s supported investment to €70 billion until the end of the current Multiannual Financial Framework. The measures cover clean technology, digital innovation, and SME growth, aiming to benefit over 130,000 small and medium-sized enterprises. Reporting processes are simplified as part of the administrative reforms. EIB and its subsidiary, European Investment Fund, will continue to anchor private investment and support high-impact projects across Europe.

Commission publishes Code of Practice for AI-generated content labelling

The Commission released the Code of Practice on marking and labelling AI-generated content on 9 June. This voluntary Code aims to help providers and deployers comply with transparency requirements set out in the AI Act, effective from 2 August 2026. The Code differentiates obligations for providers and deployers, ensuring machine-readable marking and clear labelling of deepfakes or AI-manipulated content in matters of public interest. Drafted with input from more than 180 stakeholders, the Code complements existing transparency rules and will be followed by Commission guidelines to clarify legal obligations.

Commission proposes Annual Budget for 2027

On 9 June, the Commission proposed setting the annual EU budget for 2027 at €200 billion in commitments. The budget includes pre-financing incentives for cohesion, defence, affordable housing, water resilience, and energy transition, in alignment with the mid-term review of Cohesion policy. Core priority funding continues for Ukraine via the Ukraine Facility and Support Loan, and defence with the SAFE instrument. Allocations cover flagship programmes including Erasmus+, Connecting Europe Facility, and Single Market Programme. Final adoption rests with the European Parliament and Council by the end of 2026.

Commission outlines Draft Annual Budget 2027: allocation details and policy priorities

On 9 June, the Commission released a detailed Q&A regarding the Draft Annual Budget for 2027. Key research and innovation funding stands at €13.8 billion, with €12.8 billion for Horizon Europe. Other major allocations include €4.5 billion for Erasmus+, €1.3 billion for the Just Transition Fund, and €4 billion in grants for Ukraine. The document clarifies payment commitments, relationships to ongoing borrowing for NextGenerationEU, and continuity measures pending the next Multiannual Financial Framework starting in 2028.

Commission greenlights Slovenia's sixth NextGenerationEU payment request

The Commission approved Slovenia's sixth payment request for €41 million under the Recovery and Resilience Facility on 8 June. This funding covers reforms in labour market, education, healthcare digitalisation, and energy efficiency upgrades. The Commission found all six milestones and nine targets fulfilled, including new guidelines for labour policy, expanded telemedicine, and renovation works for schools and kindergartens. Payment will proceed following the opinion of the Council’s Economic and Financial Committee.

President von der Leyen opens conference on brain cancer research

On 7 June, President Ursula von der Leyen delivered remarks at the 'Advancing Brain Cancer Research' conference, referencing the EU's commitment to tackling cancer through Europe’s Beating Cancer Plan and investment of EUR 4 billion, including EUR 600 million for research. She discussed the importance of prevention, faster clinical trials via the European Biotech Act, improved data-sharing through the European Health Data Space, and support for cancer survivors, including the right to be forgotten.

Commission agreement on opening first accession negotiation cluster with Ukraine and Moldova

On 11 June, Commission President von der Leyen and President Costa announced an agreement by all Member States to open the first accession negotiation cluster with Ukraine and Moldova. The cluster will cover core EU values including rule of law and democratic institutions, marking initial steps in the larger accession process. The first Intergovernmental Conference is scheduled for the following Monday.

Commission Decision (EU) 2026/1283 establishes Battery Booster Facility

Published on 11 June, Commission Decision (EU) 2026/1283 creates the Battery Booster Facility as a specific instrument to support the ramp-up phase of battery cell manufacturing in the EU. The Facility will provide interest-free loans from the Innovation Fund, targeting projects with at least 10 GWh annual capacity for electric vehicle batteries. Loans are capped at 60% of eligible costs or €500 million per recipient, with eligibility requiring compliance with environmental standards and a minimum production threshold. The Decision enters into force the day after publication.

General Affairs Council to discuss European Council conclusions and MFF negotiating box

On 16 June, European affairs ministers will meet in Luxembourg to prepare for the June European Council, debate the negotiating box for the new Multiannual Financial Framework (2028-2034), and adopt partial general approaches. The agenda also includes updates on Hungary's rule of law under Article 7 and endorsement of the Council’s 18-month programme.

Committee on Culture and Education issues opinion on European Social Fund regulation for 2028-2034

On 9 June, the CULT committee released its opinion on the regulation establishing the European Social Fund as part of the National and Regional Partnership Plan for quality employment, skills, and social inclusion from 2028 to 2034.
