Commission presents Technological Sovereignty Package, including Chips Act 2.0 and Open Source Strategy
On 2 June 2026, the European Commission introduced the European Technological Sovereignty Package, a policy bundle designed to strengthen the EU's capabilities in semiconductors, cloud infrastructure, artificial intelligence, and open source software. The package includes two legislative proposals: the Chips Act 2.0 and the Cloud and AI Development Act, complemented by an Open Source Strategy and a Strategic Roadmap for Digitalisation and AI in Energy. President Ursula von der Leyen stated the initiative aims to reduce strategic dependencies and ensure secure, resilient digital infrastructure for the EU economy and public services. Executive Vice-Presidents Teresa Ribera and Henna Virkkunen emphasised the role of the package in managing energy demand, promoting sustainability, and securing supply chains. The proposals will proceed to negotiations with the European Parliament and Council before adoption. A call for AI Gigafactories is planned for July 2026. The Commission also seeks to mobilise investment, including a European equity capacity for tech sovereignty ambitions.

2026 European Semester Spring Package prioritises skills, competitiveness, and quality jobs
On 2 June 2026, the European Commission adopted the 2026 European Semester Spring Package, outlining policy guidance to Member States on enhancing economic, fiscal, and social resilience. The package puts a central focus on competitiveness, strategic autonomy, and investing in human capital, aligned with the Union's Competitiveness Compass. Executive Vice-Presidents Stéphane Séjourné and Roxana Mînzatu presented measures to address skills shortages, labour market challenges, and quality jobs, as well as progress on national reforms and resilience plans. Country-specific recommendations aim to close the innovation gap, simplify regulatory frameworks, support the clean energy transition, and reinforce fiscal stability. The Commission found progress towards correction of excessive deficits in nine Member States and proposed abrogating Malta’s deficit procedure. The Council and Eurogroup will endorse guidance in coming weeks.
EU-Moldova Investment Conference mobilises up to €641 million for strategic sectors
At the EU-Moldova Investment Conference on 3 June 2026, Commissioner for Enlargement Marta Kos announced investment commitments of up to €641 million, with €433 million mobilised through international financial institution partnerships and €208 million in private sector projects. The funds are channeled to key sectors, including education, energy, digital infrastructure, and sustainable agriculture, and support integration with EU value chains. President Maia Sandu and Prime Minister Alexandru Munteanu attended, with Letters of Intent signed with companies such as INVL and TET. The initiatives build on Moldova’s Growth Plan, worth €1.9 billion for 2025–2027. The second EU-Moldova Summit is scheduled for 22 June 2026.
European Prize for Women Innovators 2026 honours breakthroughs in health, space, and sustainability
On 3 June 2026, the Commission announced the winners of the 12th European Prize for Women Innovators at the European Innovation Council Summit, Brussels. The awards recognise contributions by women entrepreneurs in health, sustainability, and advanced technologies—Katerina Spranger, Marta Oliveira, and Ella Frances Cullen received the top prizes across three categories. The initiative is managed by the European Innovation Council, EISMEA, and the European Institute of Innovation and Technology and highlights the role of women in driving European innovation and competitiveness under Horizon Europe.
EU-Western Balkans Summit in Tivat highlights progress on enlargement and regional cooperation
On 4 June 2026, President Ursula von der Leyen participated in the eighth EU-Western Balkans Summit together with Council President António Costa and Parliament President Roberta Metsola. Leaders discussed enlargement strategy, the Growth Plan for the Western Balkans, and integration into the EU Single Market. €673.6 million has been disbursed since 2024 as part of the €6 billion Reform and Growth Facility. New cooperation includes digital connectivity, a mobility programme with the Regional School of Public Administration, upcoming EU-WB roaming arrangements, and extension of DiscoverEU to Western Balkan youth. Eurobarometer survey: SMEs cite skills shortages, call for support on international recruitment
A Eurobarometer survey released 31 May 2026 shows that 46% of EU SMEs struggle to find suitably skilled workers, and only one in seven have tried hiring outside the EU. Barriers include administrative complexity, language, and insufficient information support. The forthcoming EU Talent Pool aims to match shortages with international talent, as outlined in EU Visa and Asylum and Migration Management Strategies. The survey aligns with priorities for upskilling and managed mobility highlighted in the Commission’s recent initiatives.

Recognition of Serbian inland navigation qualifications in the Union adopted
Commission Implementing Decision (EU) 2026/1179 of 1 June 2026 (OJ L 2026/1179; CELEX: 32026D1179) grants recognition to certificates of qualification, service record books, and logbooks issued by Serbia under Directive (EU) 2017/2397. Following a fact-finding inspection and regulatory alignment, Serbia’s documents are now valid on all EU inland waterways. Access to the European Crew and Hull Databases for Serbian authorities remains subject to future arrangements on data protection and reciprocity, to be handled by special administrative arrangements under Regulation (EU) 2018/1725.

On 5 June 2026, President Costa reiterated that the EU accession process for Western Balkan partners remains grounded on merit and credible reforms, encouraging the region to maintain the current momentum for progress.

EMPL considers amendments on the European Social Fund and quality employment for 2028–2034
The Committee on Employment and Social Affairs (EMPL) met on 2 June 2026 to consider amendments to the draft regulation establishing the European Social Fund as part of the National and Regional Partnership Plan for 2028–2034 (COM(2025)0558; 2025/0239(COD)). Co-rapporteurs Marit Maij (S&D) and David Casa (PPE) led discussion on funding conditions for employment, skills, and social inclusion. The meeting also addressed the EU Youth Strategy 2019–2027 and the Social Economy Action Plan.
CULT adopts opinion on the European Social Fund for skills and inclusion
On 3 June 2026, the Committee on Culture and Education (CULT) adopted Isilda Gomes’s (S&D) draft opinion on the European Social Fund regulation (2025/0239(COD)), supporting investment in quality employment and skills for 2028–34. The committee further called for integrating media literacy into lifelong learning and workplace training.
REGI discusses the Cohesion Fund and regional partnership planning for 2028–2034
The Committee on Regional Development (REGI) met on 2 June 2026 for a consideration of the European Fund for Regional Development and the Cohesion Fund under the National and Regional Partnership Plan (COM(2025)0552; 2025/0238(COD)). BUDG organises hearing on flexibility and performance-based funding in new Partnership Plans
On 3 June 2026, the Committee on Budgets (BUDG) held a hearing on 'NRPPs and lessons from the RRF delivery model', addressing performance, conditionalities, and flexibility in the context of the 2028–34 Multiannual Financial Framework.
