Commission reviews pre-enlargement policies for future EU accessions
On 5 October 2026, the European Commission published a communication on pre-enlargement policy reviews, outlining governance, values, policy, and budget adaptations needed for future accessions. The package identifies priority actions to prepare the EU for a wider membership, including recommendations on qualified majority voting for sanctions and energy policy under existing Treaty mechanisms. The Commission proposes strengthening safeguards against backsliding on rule of law and extending monitoring tools to candidate countries. Financial frameworks for 2028–2034 are set to accommodate new members, with pre-accession instruments linking disbursements to reforms. Roadmaps for Montenegro, Albania, Moldova, and Ukraine will follow, contingent on continued reforms.

Commission addresses new Standardisation Regulation and its implications
On 5 October 2026, the European Commission released a detailed Q&A on the new Standardisation Regulation. The Regulation aims to reduce the time to develop harmonised standards by one third, introduces free access to standards referenced in EU law, and reinforces the legal certainty of products covered by these standards. The Commission will gain the ability to issue standardisation requests to designated organisations, following consultation. The proposal also introduces binding deadlines and alternative routes for urgent Commission requests, while maintaining the central role of CEN, CENELEC, and ETSI.
Commissioner Šefčovič concludes second EU-China Trade and Investment Consultations
On 8 October 2026, Commissioner Maroš Šefčovič delivered remarks following the second meeting of the EU-China Trade and Investment Consultations in Beijing. The discussions produced shared understandings to moderate China's exports of hybrids and plug-in hybrids to the EU, improve access for EU products such as car parts and olive oil to the Chinese market, and facilitate export licensing for rare earths. The Commission views these as initial tangible outcomes in rebalancing the EU-China trade relationship. The next round of consultations is scheduled for March 2027, with interim discussions set for January.
