White House Launches Operation Economic Outcast Targeting Iran

The White House announced 'Operation Economic Outcast' on August 24, 2026, initiating a financial isolation strategy against the Iranian regime. Executive Order Declares National Emergency to Secure Bulk-Power System

President Donald J. Trump issued Executive Order 14420 on August 26, 2026, declaring a national emergency to address threats to the U.S. bulk-power system. The order restricts transactions involving foreign-produced bulk-power system equipment considered a potential risk to national security or the U.S. economy. The Secretary of Energy is directed to identify and mitigate high-risk equipment, impose conditions on existing installations, and set standards for pre-qualified vendors. The policy aims to reduce foreign supply chain vulnerabilities in national energy infrastructure and imposes requirements for updating federal procurement policies to favor domestic manufacturing. The Secretary is also tasked with providing a report to Congress on implementation and ongoing emergency measures.

OFAC Announces New Sanctions Related to Venezuela and Drug Trade

On August 7 and August 20, 2026, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) published new entries to the Specially Designated Nationals and Blocked Persons List (SDN List). Sanctions were imposed on BLUWAVES PROPERTIES LIMITED for operating in Venezuela’s oil sector, pursuant to E.O. 13850. Additionally, individuals and entities in Ecuador—alleged to be associated with international narcotics trafficking and support for designated organizations—were sanctioned under E.O. 14059 and E.O. 13224. Several fishing vessels linked to these networks are now regarded as blocked property. U.S. persons are generally prohibited from transactions with designated individuals and entities, with all affected property subject to blocking measures.

Continuation of the Trading With the Enemy Act Regarding Cuba

A presidential determination dated August 20, 2026, extends authorities under the Trading With the Enemy Act as applied to Cuba for another year. Citing prior legal determinations (50 U.S.C. 4305 note; 31 C.F.R. Part 515), President Trump directed the continuation of all relevant authorities until September 14, 2027. The Secretary of the Treasury was instructed to publish the determination in the Federal Register. Presidential Determination on Provision of Atomic Information to Finland and Sweden

The arrangement, incorporating Finland and Sweden as new parties to the ATOMAL Agreement, permits atomic cooperation contingent on statutory requirements being met.
