USTR Opens Public Consultation for 2027 USMCA Joint Review
The Office of the United States Trade Representative (USTR) initiated a public commentary and hearing process regarding the operation of the United States-Mexico-Canada Agreement (USMCA) ahead of the 2027 joint review. The USTR seeks written comments on the implementation and compliance of the agreement, the investment climate in North America, and potential strategies for strengthening economic security and cooperation. The deadline for written submissions and hearing appearance requests is January 12, 2027, with full details available through USTR’s online portal. Annual joint reviews will continue unless all parties agree to extend the term for another 16 years, as the United States did not consent to an automatic extension during the July 2026 Free Trade Commission meeting.

FinCEN Proposes Special Measure Targeting A7 Network Sub-Agents
The Financial Crimes Enforcement Network (FinCEN) issued a proposed rule under the Combating Russian Money Laundering Act to prohibit U.S. financial institutions from processing fund transmittals involving A7 Network Sub-Agents. These Sub-Agents are identified as a significant money laundering concern due to their role facilitating sanctions evasion and illicit cross-border payments, including with digital assets such as the A7A5 stablecoin. Financial institutions will receive an updated list of Sub-Agents and will be responsible for compliance and notification of affected parties. FinCEN estimates compliance will impact approximately 35,000 institutions and invites public comment regarding potential effects of the rule.
