EU-Western Balkans Summit highlights merit-based enlargement and €675 million investments under Growth Plan
At the EU-Western Balkans Summit in Tivat on 4-5 June 2026, Commission President Ursula von der Leyen joined Council President António Costa and Parliament President Roberta Metsola to meet leaders from Member States and Western Balkan partners. Discussions focused on accelerating enlargement, gradual integration into the Single Market, and increased EU investments linked to reform delivery. Von der Leyen reported €675 million disbursed under the Growth Plan since 2024, with the next €540 million tranche prepared. The Summit announced initiatives including cybersecurity cooperation, an EU-funded mobility scheme for civil servants, extended youth travel programmes for the region, and progress towards mutual roaming arrangements. Leaders reiterated that enlargement remains merit-based and must become more dynamic, with practical benefits already visible for citizens and businesses. The next regular summit will take place in December 2026 in Brussels.

Commission announces €641 million in investment initiatives for Moldova
On 3 June 2026, Commissioner for Enlargement Marta Kos announced new investment initiatives worth up to €641 million at the EU-Moldova Investment Conference. This encompasses €433 million via international financial institutions—AFD for energy efficiency, EIB for school modernisation, EBRD for digital infrastructure, and additional funds for access to finance—and €208 million in private sector projects selected under a recent Call for Expressions of Interest. Letters of Intent were signed with firms such as INVL, TET, Micro Nano Tech, Balkan Pharmaceuticals, and others. The funding aims to advance energy, digital, and manufacturing sectors, and support Moldova’s alignment with European value chains. The Commission stated that €504 million has been delivered to Moldova since the Growth Plan was launched in October 2024.
EU provides support package for Armenia in response to Russian trade restrictions
Following Russia's extended trade restrictions targeting Armenia, President von der Leyen spoke with Armenian Prime Minister Nikol Pashinyan on 3 June 2026 to outline an EU support package. The measures comprise immediate financial assistance exceeding €50 million, trade facilitation for Armenian agri-food products, and sectoral support for exporters affected by Russian bans—including on flower exports. A shipment to Latvia marked the initial implementation, with further deliveries planned. The EU and Armenia agreed to set up a joint Task Force to oversee the execution of assistance and monitor progress on regional connectivity, especially after the reopening of transport routes through Georgia and Türkiye. Longer-term support will focus on promoting Armenia’s role as a strategic transit hub linking Europe and Central Asia.
Commission proposes new European Technological Sovereignty Package
On 2 June 2026, the Commission presented a Technological Sovereignty Package addressing semiconductors (Chips Act 2.0), cloud and AI infrastructure (Cloud and AI Development Act), and an Open Source Strategy. The package includes measures to Expand Europe's chip design and manufacturing capacity, triple sustainable data centre capacity, and promote the development of sovereign European AI and software tools. The Strategic Roadmap for Digitalisation and AI in Energy forms a major component, aiming to manage demand growth from digital infrastructure, promote secure cloud services, and integrate AI models for the energy sector. Executive Vice-President Henna Virkkunen and Commissioner Dan Jørgensen cited the need to reduce EU dependence on non-EU suppliers and address the investment gap in strategic digital sectors.

Commission presents OceanEye initiative to boost EU ocean observation
OceanEye, adopted on 2 June 2026, aims for the EU to lead global ocean observation by contributing 35% to global monitoring systems and securing a similar share of the ocean observation technology market by 2035. The initiative will coordinate Member State efforts, launch a European Digital Ocean System (including services such as Copernicus Marine and EMODnet), and form new international alliances, including a €50 million Horizon Europe funding call. OceanEye will also develop a Digital Twin of the Ocean for real-time monitoring, expand innovation support, and launch a New European Bauhaus Ocean Lab for public engagement. The Commission will propose an Ocean Act by the end of 2026.
Commission issues opinions on temporary internal border controls in Schengen Area
On 1 June 2026, the Commission published legal opinions on the continued temporary reintroduction of internal border controls by Austria, Denmark, France, Germany, Italy, The Netherlands, Norway, Slovenia, and Sweden. The assessments reviewed necessity, proportionality, and alternatives such as police checks and biometric technology. The Commission indicated that entry into the new Migration and Asylum Pact and recent enhancements to the Schengen Entry-Exit System and future ETIAS will improve conditions for phasing out such controls. Recommendations include a gradual return to border-free travel, relying on non-systematic checks and international cooperation.
Eurobarometer survey: SMEs report obstacles in recruiting skilled workers from outside the EU
A new Eurobarometer survey published 31 May 2026 shows 46% of EU small and medium-sized companies struggle to recruit workers with appropriate skills, with only 14% attempting to hire non-EU workers in the past two years. Main obstacles cited include administrative complexity, difficulty finding candidates, and language barriers. The Commission highlighted the planned EU Talent Pool platform, designed to match job vacancies with skilled workers from outside the EU, in line with actions under the EU Visa Strategy and the Strategy on European Asylum and Migration Management.
Political agreement reached on new EU Return Regulation
On 31 May 2026, the Commission welcomed a political agreement between Parliament and Council on a new Regulation establishing a Common European System for Returns, replacing the 2008 Directive. The new Regulation introduces mutual recognition and direct enforcement of return decisions, mandatory forced returns in certain risk cases, return hubs in third countries, and stronger procedural safeguards. The rules aim to accelerate and harmonise procedures across Member States, and must now be formally adopted before entry into force.

Council Decisions extend EU support for the OPCW's investigative and operational capacity
Council Decision (CFSP) 2026/1223 (OJ L, 2026/1223) of 4 June 2026 amends Decision 2024/1984, extending EU support for the OPCW's non-routine missions and investigative work until 30 September 2027. Concurrently, Council Decision (CFSP) 2026/1222 (OJ L, 2026/1222) amends Decision 2023/1344, extending support for operational effectiveness in the OPCW until 25 November 2026. These actions respond to increased special mission requests, including in Syria, Ukraine, and Sudan.

Council adopts defence assistance measures for Moldova and Lebanon under the European Peace Facility
Council Decision (CFSP) 2026/1202 extends for 17 months the period for delivery of equipment under the European Peace Facility (originally Decision 2023/921) for Moldova, and Decision 2026/1201 extends a separate Moldova package until December 2027. Council Decision (CFSP) 2026/1218 of 4 June 2026 establishes a €100 million assistance measure for the Lebanese Armed Forces over four years, supporting border security, intelligence, maritime surveillance, and medical equipment. Implementation involves several EU instruments and agencies.

Council supports Ukraine with seventh instalment of macro-financial assistance under Ukraine Facility

Council Decision on EU position at Council of Europe anti-violence committee meeting, including election of GREVIO members
Council Decision (EU) 2026/1213 of 29 May 2026 sets the EU's position regarding the Committee of the Parties to the Istanbul Convention at its 20th meeting, including conclusions on recommendations for nine states and abstention on the election of members to the Group of Experts (GREVIO). The Decision cites relevant EU Directives and Regulations including 2012/29/EU and (EU) 2024/1385.
Commission updates customs rules on the preferential origin of goods
Commission Implementing Regulation (EU) 2026/1183 of 2 June 2026 amends Implementing Regulation 2015/2447 with new procedures for preferential origin, including updated rules for the REX exporter system, replacement of documents, supplier declarations, and creation of the EU e-Proof of origin Certificates system (EU e-PoC). Entry into force and application are staged between 2027 and 2033.
EU recognises Serbian inland navigation certificates for crew and vessels
Commission Implementing Decision (EU) 2026/1179 of 1 June 2026, under Directive 2017/2397, grants Union-wide recognition to Serbian inland navigation certificates and logbooks following the Commission's assessment of Serbia's examination, certification, and data systems.
Restrictive measures list: seven entries removed from EU ISIL/Al-Qaida sanctions
Commission Implementing Regulation (EU) 2026/1211 of 2 June 2026 revises Annex I to Regulation 881/2002, removing seven individuals and entities from the EU’s sanctions list for ISIL (Da’esh) and Al-Qaida, in line with UN Security Council action on 21 May 2026.

Foreign Affairs Committee adopts reports on enlargement, neighbourhood, and water security
On 3 June 2026, the Foreign Affairs Committee (AFET) adopted reports on Serbia, Bosnia and Herzegovina, Kosovo, Ukraine, North Macedonia, and Moldova. MEPs identified gaps between legislative alignment and implementation in Serbia and called for renewed reform momentum in Bosnia and Herzegovina, Kosovo, North Macedonia, and Moldova. The Committee also passed a report on transnational water governance and the use of water as a tool of political pressure, recommending stronger EU action and enhanced conflict prevention tools.

LIBE Committee debates readiness for the Migration and Asylum Pact and agrees on returns regulation
