Commission approves Poland’s fifth payment request under Recovery and Resilience Facility
On 9 August 2026, the European Commission issued a positive preliminary assessment of Poland’s fifth payment request for €7.9 billion under the Recovery and Resilience Facility (RRF), part of NextGenerationEU. The payment request covers 16 milestones and 13 targets, including measures related to the digitalisation of energy grids, the adoption of the Space Activities Act, investment in low-emission urban transport zones, and the purchase of trams for several cities. Substantial support was provided for digital technology in education, with over 500,000 teachers receiving vouchers for computer equipment and over 16,500 schools outfitted with laptops and tablets. Infrastructure roll-outs included power quality monitoring at 48 substations and enhancements to the data hub for the electricity market. Next steps require an opinion from the Economic and Financial Committee within four weeks, after which the Commission may adopt a payment decision. This payment will bring total RRF disbursements to Poland to €42.05 billion, with 71.69% of milestones and targets fulfilled.

Commission Implementing Regulation (EU) 2026/1932 harmonises fisheries weighing and control
Commission Implementing Regulation (EU) 2026/1932, published 11 August 2026, sets detailed rules for implementing Council Regulation (EC) No 1224/2009 regarding the weighing, control, and inspection of fishery products. The regulation adopts sampling and control plans for the weighing of fresh, frozen, or transported fishery products, establishes minimum requirements for weighing systems, and formalises record-keeping and inspection protocols. Member States are directed to apply these rules from 11 January 2027. The regulation outlines requirements for ice and water deductions, risk assessment for inspections, and processes for Member State applications for weighing derogations.
Commission Delegated Regulation (EU) 2026/1195 details listing of high-risk plants and related products
Commission Delegated Regulation (EU) 2026/1195 of 5 June 2026 supplements Regulation (EU) 2016/2031, clarifying procedures for listing high-risk plants, plant products, and associated objects. The regulation outlines the evidence required in technical dossiers, the assessment process by a preliminary expert group (including EFSA and Member States), and provisions for confidentiality of commercially sensitive information. Upon assessment, the Commission may amend the list of high-risk items under Implementing Regulation (EU) 2018/2019. The new rules enter into force twenty days after publication in the Official Journal.
Industrial chemicals and pesticides listing amended with Delegated Regulation (EU) 2026/1278
Commission Delegated Regulation (EU) 2026/1278 amends and corrects Regulation (EU) No 649/2012, updating annexes on the export and import of hazardous chemicals. Substances addressed include new listings for carbendazim, metribuzin, several pesticides, and industrial chemicals such as Dechlorane Plus and UV-328. The amendment reflects decisions under the Rotterdam and Stockholm Conventions, as well as EU regulatory classifications for carcinogenicity and reproductive toxicity. The regulation enters into application from 1 October 2026.
New durability multipliers for gaseous pollutants in heavy-duty vehicles set by Delegated Regulation (EU) 2026/1216
Commission Delegated Regulation (EU) 2026/1216, published 13 August 2026, amends Regulation (EU) 2024/1257 (Euro 7) to introduce durability multipliers for gaseous pollutants in heavy-duty vehicles (categories M3, N2, N3). The multiplier is set at 1.2 for vehicles beyond their main lifetime, aligning Euro 7 requirements with those under Euro VI. The regulation is based on technical assessments and enters into force twenty days post-publication.

The Environment Council adopted Decision (EU) 2026/1934 on 13 July 2026 authorising the signing and provisional application of the EU-Seychelles fisheries protocol (2026–2030) as of 27 July 2026.
