  • Committee on the Environment, Climate and Food Safety (ENVI): On June 15, the European Parliament's Committee on the Environment, Climate and Food Safety (ENVI) is scheduled to meet. Agenda includes: Amending Decision (EU) 2015/1814 as regards the market stability reserve for the buildings, road transport and additional sector; Amending Directives (EU) 2018/2001, (EU) 2019/944, (EU) 2024/1788 as regards acceleration of permit-granting procedures; Amending Regulations (EU) 2016/679, (EU) 2016/1036, (EU) 2016/1037, (EU) 2017/1129, (EU) 2023/1542 and (EU) 2024/573 as regards the extension of certain mitigating measures available for small and medium sized enterprises to small mid-cap enterprises and further simplification measures.

Commission approves €23 billion Italian State aid scheme for renewable electricity

On 7 June 2026, the European Commission approved a €23 billion scheme notified by Italy under the Clean Industrial Deal State Aid Framework (CISAF, adopted 25 June 2025) to support electricity production from renewable sources such as wind, solar, hydropower, and sewage gas. Installations will add 37.15 GW, contributing to Italy’s target of 39.4% gross final energy consumption from renewables by 2030. The aid will use two-way contracts for difference (CfDs), awarded via competitive bidding or administratively, for projects below 1 MW. For solar and wind projects over 1 MW, applicants must meet Net Zero Industry Act criteria per Regulation EU 2024/1735 and Implementing Regulation (EU) 2025/1176. The Commission determined the scheme met CISAF conditions, finding it necessary and proportionate to accelerate clean transition under Article 107(3)(c) TFEU.

Commission launches €25 billion Pact for the Mediterranean renewable energy initiative

The Commission on 8 June 2026 announced the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation (T-MED), aiming to mobilise €25 billion by 2035 for renewables, hydrogen, and energy networks across the Mediterranean, supported by €5 billion guarantee capacity from the European Fund for Sustainable Development Plus. Key targets include 15 GW new renewable capacity, regulatory reform, and infrastructure upgrades. Pillars comprise investment mobilisation, regulatory cooperation, skills development, grid modernisation, and industrial partnerships. Calls for Expression of Interest for investors and project promoters close by mid-August. T-MED is a pillar of the Pact for the Mediterranean launched on 28 November 2025.

Commission presents strategies for EU islands and coastal communities

On 9 June 2026, the Commission adopted targeted strategies for over 4,000 islands and 95 million coastal residents across 16 and 22 Member States respectively. The islands strategy addresses insularity, connectivity, demography, clean energy, crisis preparedness, and biodiversity. The coastal strategy, informed by the OceanEye initiative and the upcoming Ocean Act, focuses on blue economy, climate adaptation, sustainable infrastructure, and social inclusion. Both strategies align with the European Ocean Pact launched in 2025 and exclude Outermost Regions, which will be addressed separately under Article 349 TFEU. Measures include blue bioeconomy clusters, certification for blue carbon credits, and partnership with the European Investment Bank.

Regulation (EU) 2026/1184: new framework for railway infrastructure and capacity management

Regulation (EU) 2026/1184, adopted 20 May 2026 and published 10 June, establishes new principles and procedures for managing railway capacity and traffic across the single European railway area. The act defines rules for strategic planning, allocation, crisis management, and performance review, contributing to modal shift for EU decarbonisation targets. The regulation replaces capacity allocation provisions of Directive 2012/34/EU and repeals Regulation (EU) No 913/2010, with transition to the new regime set for December 2030.

Commission Decision (EU) 2026/1283: Battery Booster Facility established

On 9 June 2026, Decision (EU) 2026/1283 set up the Battery Booster Facility, allocating €1.5 billion in interest-free loans under the Innovation Fund to support ramp-up phases of battery cell manufacturing for EVs, under Regulation (EU) 2024/1735 (Net Zero Industry Act). Loans are limited to 60% of eligible costs, with selection based on financial and technical maturity and contribution to European supply chain resilience. Facility eligibility excludes projects already at full commercial scale.

Commission Implementing Decision (EU) 2026/1208: technical rules for air quality modelling under Directive 2024/2881

Decision (EU) 2026/1208 adopted 9 June 2026 establishes minimum requirements for modelling applications and spatial representativeness of sampling points for EU ambient air quality directive (2024/2881). Entry into force is scheduled for 30 June 2028, setting standards for Member States’ use of modelling in air quality assessment and reporting.

Council agrees position to strengthen carbon border adjustment mechanism

On 12 June 2026, the Economic and Financial Affairs Council (ECOFIN) adopted its negotiating stance on reforms to the EU Carbon Border Adjustment Mechanism (CBAM), preparing for talks with Parliament. Ministers also debated market integration and supervision as part of savings and investment union policy.

ENVI Committee draft report on ending invalidation of allowances in ETS2 market stability reserve

On 11 June 2026, ENVI rapporteur Pierfrancesco Maran presented a draft report amending Decision (EU) 2015/1814, proposing to cease the invalidation of allowances in the market stability reserve for ETS2 (buildings and transport). The report reflects recent Council-Parliament political agreement to maintain the reserve beyond 2030.

CULT Committee opinion on European Fund for economic, social and territorial cohesion, agriculture, fisheries, and prosperity 2028–2034

On 10 June 2026, Rapporteur Hélder Sousa Silva of CULT issued an opinion on the Commission proposal for Regulation establishing the European Fund for economic, social and territorial cohesion, agriculture, rural, fisheries, maritime prosperity, and security for 2028–2034, amending Regulation (EU) 2023/955 and (EU, Euratom) 2024/2509.
