Commission launches consultation on updated EU ETS benchmark values for 2026–2030

The European Commission on 10 May 2026 presented updated benchmark values for the EU Emissions Trading System (EU ETS) covering 2026–2030. The proposal, now under public and Member State consultation, updates free allocation benchmarks as required by the ETS Directive. The revised approach maintains coverage of indirect emissions from electricity use across 14 product benchmarks, resulting in a financial impact of approximately €4 billion for the period. This work is intended to maintain support for industrial competitiveness and decarbonisation, with the Commission responding to sectoral concerns and planning the introduction of sector-specific fallback benchmarks in the forthcoming ETS revision due by July 2026. Adoption of the new implementing act is expected by end of June, enabling timely allocation of allowances for 2026.

Commission provides Q&A on EU ETS benchmark updates for 2026–2030

On 10 May 2026, the Commission published a detailed Q&A on the update of EU Emissions Trading System (EU ETS) benchmark values for 2026–2030. Commission assesses Romania's fourth NextGenerationEU payment request

On 13 May 2026, the Commission issued a positive preliminary assessment of Romania's fourth payment request under the Recovery and Resilience Facility, amounting to €2.62 billion. The assessment covers 38 milestones and 24 targets, including measures in sustainable forest management, energy, transport decarbonisation, digitalisation, and tax reform. Flagship initiatives involve the rollout of governmental cloud infrastructure and steps to reduce reliance on coal-fired generation. The Economic and Financial Committee will provide an opinion within four weeks, after which the Commission may proceed with disbursement. This payment would bring Romania's total received RRF funds to €12.97 billion out of a planned €21.41 billion.

Regulation (EU) 2026/1030 on greenhouse gas emissions accounting of transport services enters into force

Regulation (EU) 2026/1030 of 29 April 2026, published in OJ L on 12 May 2026, establishes harmonised rules for accounting and disclosure of greenhouse gas emissions from freight and passenger transport services in the EU. The Regulation applies to operators, organisers, hub managers, and data intermediaries, with implementation from 2 December 2030. The methodology is based on EN ISO 14083:2023, and includes requirements for primary and secondary data, conformity assessment, and the establishment of Union databases for default emission values and factors. The Commission is mandated to develop an EU calculation tool and regular updates to the methodology.

Council Decision (EU) 2026/1067: EU position for IMO MEPC 84 on GHG measures

Council Decision (EU) 2026/1067 of 27 April 2026, published on 12 May 2026, sets the position to be taken by EU Member States at the 84th session of the Marine Environment Protection Committee (MEPC) of the International Maritime Organization. The Decision mandates support for adopting amendments to Annex VI of the MARPOL Convention to implement the IMO Net-Zero Framework and related GHG measures for shipping. The Decision updates and complements Decision (EU) 2025/2093, reflecting the ongoing international negotiations and their potential impact on EU law, including Regulations (EU) 2015/757 and 2023/1805.
