Executive Orders Target Federal Contracting Efficiency and National Security Measures

On April 30, 2026, President Donald J. Trump issued an executive order promoting efficiency and accountability in federal contracting. Sanctions Imposed on Cuban Officials for Security Threats

President Trump signed an executive order on May 1, 2026, imposing sanctions on Cuban regime officials under the International Emergency Economic Powers Act. The measures block property interests, restrict entry into the U.S., and target foreign financial institutions facilitating significant transactions with sanctioned individuals or entities. Commerce Department Final Determination on Chinese Shipbuilding Trade Practices

The Commerce Department issued a final determination in response to a covered merchandise referral by U.S. Customs and Border Protection regarding certain chassis and subassemblies imported by AXN Heavy Duty LLC from China. Axle beams, slider boxes, and landing gear sets intended for use in chassis production are now subject to antidumping and countervailing duty orders. Importer-specific certification requirements have been imposed, mandating AXN to maintain documentation for at least five years after entry or three years after litigation conclusion. The determination directs CBP to continue and begin suspension of liquidation for applicable entries, with cash deposits required at the China-wide entity rate.

NOAA Receives Navy Application for Marine Mammal Take Authorization

On April 28, 2026, the National Marine Fisheries Service (NMFS) announced receipt of a request from the U.S. Navy and other Department of Defense branches for authorization to take marine mammals incidental to military readiness activities in the Mariana Islands Training and Testing Study Area between 2027 and 2034. The request seeks a seven-year Letter of Authorization, covering activities such as anti-submarine warfare, mine warfare, surface warfare, unmanned systems testing, and vessel evaluations. CBP Solicits Comments on Vessel Foreign Repair Entry Extension

The Department of Homeland Security’s U.S. Customs and Border Protection is seeking public input by June 1, 2026, regarding the extension of the information collection related to the “Record of Vessel Foreign Repair or Equipment Purchase” (CBP Form 226). The form is used to declare foreign repairs and equipment purchases for U.S.-flagged vessels, subject to a 50% ad valorem duty. The Vessel Entrance and Clearance System Public Test may become mandatory, impacting stakeholders required to submit over 10,000 annual responses averaging two hours each. The proposal details regulatory references and addresses questions of necessity and burden.
