Arms Sales Notification: Canada’s MQ-9B Unmanned Systems Upgraded With New GPS Inertial Navigation

The Department of Defense published an arms sales notification to Congress covering the enhancement of Canada's MQ-9B unmanned aircraft systems under Section 36(b) of the Arms Export Control Act. The notification details the inclusion of 40 Embedded Global Positioning System/Inertial Navigation Systems (EGI), valued at $12 million, which increases the overall case value to $474.4 million and the Major Defense Equipment (MDE) value to $114.2 million. These systems are intended to improve Canada’s capability for unmanned surveillance and reconnaissance missions in arctic territories and strengthen interoperability with U.S. and NATO forces. The highest classification of included equipment is SECRET, and the sale aligns with U.S. objectives for supporting NATO allies. The date report was delivered to Congress was July 21, 2026.

Proposed Arms Sale: U.S. to Provide C-17 Sustainment Support to Kuwait

A corrected arms sales notification details the U.S. proposal to sell C-17 sustainment support to the Government of Kuwait. The proposal, valued at $484 million, covers non-major defense equipment such as aircraft components, repair parts, technical and logistical support, fuel, personnel training, and related services. The prime contractor is The Boeing Company of Arlington, VA. The transaction aims to ensure the operational readiness of Kuwait's C-17 fleet for strategic airlift and coalition operations. No U.S. defense readiness impact or defense offsets are included, and no U.S. personnel deployment is required in Kuwait. The case was reported to Congress on July 15, 2026.

DDTC Publishes Notifications of Major Defense Export Licenses to Multiple Countries

The State Department’s Directorate of Defense Trade Controls notified Congress of multiple proposed commercial defense export licenses, as outlined in Federal Register Volume 91, Number 168. Transactions above $1 million involve exports to Germany, South Korea, Japan, UK, Canada, Iraq, Norway, Ukraine, Switzerland, Ghana, Australia, Kuwait, Sweden, Poland, and the Netherlands. Key deals include targeting system manufacturing, heavy lift helicopter components, ISR platform integration, unmanned aerial systems, fighter aircraft engine maintenance, armored ground vehicles, precision-guided munitions integration, and integrated aircraft upgrades, with total transaction values over $100 million for several deals. These notifications are required under Section 36 of the Arms Export Control Act for Congressional oversight.

TSA Solicits Technical Roundtable Representatives for UAS BVLOS Security Rulemaking

The Transportation Security Administration (TSA) announced a call for industry representatives to participate in closed technical roundtables addressing security requirements for unmanned aircraft systems (UAS) operating beyond visual line of sight (BVLOS). The meetings will inform TSA’s development of model language for operator security program approvals, particularly for organizations involved in or planning BVLOS operations under forthcoming FAA and TSA final rules. Participation is limited to vetted representatives of UAS BVLOS operators and associations, with sensitive security information protections applicable. The roundtables aim to gather individual operator practices and inform regulatory guidance. Registration is open until October 19, 2026.

FEMA Extends Information Collection for Port Security Grant Program (PSGP)

FEMA is seeking comments for the continued approval of its information collection process for the Port Security Grant Program (PSGP). The collection covers the use of Investment Justification, Performance Report, and Extension Request forms to support maritime transportation security plans and law enforcement training by port authorities, facility operators, and agencies. The program covers 1,832 responses per year from 966 respondents, with an estimated annual cost to the federal government of $987,953 and 17,446 total burden hours. Stakeholder comments on necessity, data accuracy, and burden minimization will be accepted until November 3, 2026, through the Federal eRulemaking Portal.
