Saudi Arabia to Purchase 730 PAC-3 MSE Missiles in $9 Billion Deal
The Defense Department notified Congress of a proposed $9 billion sale to Saudi Arabia for 730 Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) missiles, including launcher conversion kits, logistics, and technical support. The package contains both major and non-major defense components, classified up to SECRET, and supports Saudi Arabia's integrated air and missile defense systems. The sale will be managed by Lockheed-Martin Corporation without a requirement for additional U.S. personnel deployments. No known offset agreements are currently associated with the sale, and congressional review occurred on January 30, 2026.

Sweden to Acquire M142 HIMARS and GMLRS Munitions
The U.S. approved a potential $930 million sale to Sweden, including 20 M142 High Mobility Artillery Rocket Systems (HIMARS), guided multiple launch rocket system munitions, tactical missile system pods, and field artillery data systems. The transaction will require temporary presence of up to 15 U.S. government representatives and 15 contractor personnel in Sweden for program support and management. Lockheed Martin will serve as the primary contractor, and there is no offset agreement at this stage. Sweden has been cleared for a range of advanced command, control, and secure communications systems as part of this agreement.

UAE to Receive Long-Range Radar and THAAD Integration in $4.5 Billion Package
The United Arab Emirates received U.S. approval for a $4.5 billion procurement of one long-range discrimination radar integrated with Terminal High Altitude Area Defense (THAAD), Sentinel A4 uplinkers, THAAD fire control and communications stations, and wide-ranging logistics support. Lockheed Martin will be the principal contractor. The package covers deployments of up to four U.S. government and ten contractor representatives in the UAE for three years. Classification for all items reaches up to SECRET, and additional sustainment and construction are included.

White House CEQ Launches Permitting Innovators Program
On April 15, the White House Council on Environmental Quality (CEQ), with NASA’s Center of Excellence for Collaborative Innovation, commenced the Permitting Innovators program to advance federal environmental review and permitting technology. The program, aligned with President Trump’s 2025 memorandum on permitting process modernization, intends to bridge technology gaps in existing federal systems, drawing participation from the private sector for solution proposals. CEQ will host the Permitting Innovators Expo in summer 2026 and circulate a solutions catalog for agencies and stakeholders. Ukraine Cleared for $185 Million in U.S. Army Spare Parts
The Department of Defense reported congressional notification for the sale of $185 million in Class IX spare parts to Ukraine. The package covers support for vehicles and weapons previously supplied by the U.S. Army, maintenance equipment, and associated program logistics. The Department indicates the program will operate via approved vendors, with no offset agreement and no requirement for additional U.S. personnel in-country.
