Commission proposes EU Critical Communication System for first responders

On 29 September 2026, the European Commission proposed to establish a European Union Critical Communication System (EUCCS) designed to provide secure and resilient communication channels for first responders across all Member States and Schengen Associated Countries. The system will enable real-time data exchange, including video and geolocation, and ensure connectivity even when terrestrial networks fail, using EU satellites and mobile deployable units. The proposal, announced by President Ursula von der Leyen in the Political Guidelines, was identified as a key action under the European Internal Security Strategy (ProtectEU, April 2025) and the EU Preparedness Union Strategy (March 2025), and follows recommendations from the Niinistö Report on EU preparedness. The system will be governed by a Member States' expert group and is scheduled for gradual launch starting in 2030. Critical components are to be developed by European companies, reinforcing EU technological sovereignty.
