Commission upholds anti-dumping measures for Chinese and Egyptian glass fibre fabrics

The European Commission renewed definitive anti-dumping duties on certain woven and/or stitched glass fibre fabrics from China and Egypt with Implementing Regulation (EU) 2026/1203 (OJ L, 9 June 2026). The decision, following an expiry review under Article 11(2) of Regulation (EU) 2016/1036, maintains the duty rates—69% for major Chinese producers, and 33.1% for Egyptian producers—after finding continued dumping and the risk of recurrence of injury to the Union industry. Duties continue to apply also to products consigned from Morocco and Türkiye in cases of circumvention. The review cited significant market capacity in China and Egypt, circumvention practices, and made direct reference to past Commission investigations, including Implementing Regulation (EU) 2020/492. The Commission concluded no compelling Union interest reasons to terminate the measures.

Commission approves Holcim’s conditional acquisition of Xella

The European Commission approved, under the EU Merger Regulation, Holcim Ltd's acquisition of Xella international S.A., contingent on Holcim's divestment of its autoclaved aerated concrete (AAC) blocks facility in Adjud, Romania. The case (M.12201), notified to the Commission on 20 April 2026, raised Phase I competition concerns regarding the AAC blocks market in Romania, where both companies hold strong positions. Holcim's commitment to divest alleviated horizontal overlap and competition concerns. Implementation of the remedy will be monitored by an independent trustee, and final buyers require Commission approval.

New EU strategy for islands and coastal communities launched

On 9 June 2026, the European Commission unveiled two strategic frameworks for EU islands and coastal communities, targeting economic development, energy resilience, connectivity, and affordable housing. The strategies, discussed by Executive Vice-President Raffaele Fitto and Commissioner Costas Kadis, integrate housing affordability, climate adaptation, and youth retention into EU territorial policies. Member States are called to reflect measures for insularity in upcoming National and Regional Partnership Plans. The approach supports sustainable tourism, blue economy, public services, and launches new dialogues with local stakeholders. Outermost Regions will be addressed separately later this year in line with Article 349 TFEU.

Commission proposes Annual EU Budget for 2027 focused on priorities including housing, cohesion, and strategic investments

The European Commission set out its proposal for the 2027 annual budget at €200 billion in commitments, reflecting the last year of the Multiannual Financial Framework (MFF) 2021–2027. The draft includes €44 billion for regional and cohesion funding, with incentives to target spending on affordable housing, water resilience, and competitiveness, as per the cohesion policy’s mid-term review. Significant funds are allocated toward defence, humanitarian aid, and the Ukraine Facility. The budget will be negotiated by the Council and Parliament with adoption expected by end-2026.

Implementing Decision details new air quality modelling rules under Directive (EU) 2024/2881

Commission Implementing Decision (EU) 2026/1208, adopted 9 June 2026, sets technical criteria for air quality modelling and sampling under Directive (EU) 2024/2881. The Decision details quality assurance, spatial representativeness of sampling points, and reporting formats for Member States. Implementation will begin 30 June 2028.

Deal strengthens emission market stability for buildings and transport

The ENVI Committee announced a political agreement between Parliament and Council to amend the Market Stability Reserve (MSR) for the new ETS2 covering buildings and road transport. Key changes include a doubling of MSR top-ups per trigger (20 to 40 million allowances), the possibility of bi-annual releases, and the removal of the 2031 invalidation date for unused allowances. Rapporteur Danuše Nerudová (EPP, CZ) highlighted the strengthened protections for vulnerable households and market stability. The agreement awaits formal adoption by both institutions.

Committee opinion: Cohesion, agriculture and rural fund for 2028–2034 period

The CULT Committee adopted an opinion on the proposal to establish the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for 2028–2034 (Rapporteur: Hélder Sousa Silva).
