President Trump Announces Tariffs and Minimum Prices on Polysilicon, Solar Products, and Derivatives

President Trump has issued a proclamation adjusting imports of polysilicon and related derivatives following Section 232 recommendations from the Secretary of Commerce. The measures introduce minimum import prices and a 15% ad valorem tariff on derivatives such as ingots, wafers, solar cells, and modules, effective December 4, 2026. The Secretary of Commerce will oversee compliance and manage incentives for domestic production. The policies are designed to counteract foreign oversupply and revive U.S. production after the domestic industry decline from 50% of the global market in 2005 to less than 2% in 2024. Importers must certify compliance, and trading partners may receive adjustments if they implement equivalent protections.

President Trump Issues Further Actions to Support U.S. Polysilicon and Solar Supply Chains

A White House fact sheet details the newly signed proclamation imposing tariffs and minimum pricing on polysilicon and derivatives for national security reasons. The measures affect downstream solar products and include incentive programs for investment in U.S. production. The 15% ad valorem tariff and minimum pricing schedules come into force in 120 days. The proclamation builds on previous Section 232 and 201 actions targeting steel, aluminum, and solar equipment, aiming to restore domestic manufacturing and decrease reliance on adversarial sources.

President Trump Announces Billions in Mining and Battery Investments

President Trump announced over $2 billion in mining and battery projects and $180 million in workforce investments. Major allocations include $85 million for Standard Bauxite, $150 million for Niron Magnetics for rare earth-free magnet production, $1.4 billion for Sila Nanotechnologies in battery expansion, and $400 million for Sunrise Energy Metals to build a scandium value chain. The Department of Energy directs $100 million to mining schools, with the Department of War contributing $80 million for workforce development. Since January 2025, 160 minerals deals worth nearly $40 billion have been signed, alongside new tariffs and executive orders to streamline permitting and secure defense supply chains.

FERC Issues Notices for Answer Periods on Transmission Proceedings

The Federal Energy Regulatory Commission published multiple notices establishing answer periods for motions to hold show cause proceedings in abeyance, each related to significant U.S. transmission system operators and utilities. Entities included PJM Interconnection, Southwest Power Pool, Midcontinent Independent System Operator, and California Independent System Operator, along with numerous associated regional transmission companies and city/state participants. The notices confirm answer deadlines for motions concerning procedural abeyance, indicating active industry engagement on compliance and regulatory process timelines.

FERC Combined Rate Filings and Tariff Amendments: August 4–7, 2026

FERC issued combined notices of natural gas pipeline rate filings, electric rate amendments, and compliance reports from various entities, including Pickton Gas Storage, Tennessee Gas Pipeline, NEXUS Gas Transmission, and numerous wind, solar, and battery companies. Additionally, motions for deferral of effective dates were filed by Black Hills Power and others, seeking to postpone tariff revisions required by Order No. 881, citing software delivery delays. The filings cover tariff modifications, compliance reports, and requests for comment, with deadlines extending into August and September.
