Prime Minister Carney announces $70 billion clean energy investment in Labrador and Quebec

Prime Minister Mark Carney, joined by the premiers of Québec and Newfoundland and Labrador, disclosed a package of federal support amounting to up to $10 billion for electricity infrastructure, with total project construction valued at nearly $70 billion. The initiative covers capacity upgrades at Churchill Falls, development of the Gull Island hydroelectric project, and new transmission lines spanning more than 660 km to the Quebec border. The agreement, structured under a Definitive Cooperation and Implementation Agreement between Hydro-Québec and Newfoundland and Labrador Hydro, includes a new 2,700 MW facility at Gull Island, extending Churchill Falls' output by up to 2,500 MW, and a proposed 2,000 MW onshore wind development in Labrador. These assets are positioned to support national electricity needs and facilitate growth in critical minerals mining, particularly in the Labrador Trough. Additional measures include a $20 million federal investment through the First and Last Mile Fund (FLMF), involving studies for new port and transmission infrastructure, with beneficiaries ranging from resource extraction companies to Indigenous groups. The Major Projects Office will lead regulatory reviews for related energy and mining corridors. The multi-year program is central to Canada’s National Electricity Strategy and is scheduled to deliver substantial new supply by 2036-2037.

CNSC amends licensing basis for Bruce A and B Nuclear Generating Stations

The Canadian Nuclear Safety Commission (CNSC) issued a decision to amend the licensing basis at Bruce Power’s Bruce A and B nuclear facilities to permit additional steps in the production of lutetium-177 (Lu-177), a medical isotope. The amendment impacts logistics and exposure protocols surrounding the irradiation, handling, and shipment of Lu-177 targets. This approval followed a written public hearing and the review of submissions from Bruce Power, CNSC staff, and thirteen intervenors. The site, located on the territory of several Indigenous communities in Ontario, will implement the new procedures with immediate effect. Licensing basis amendments change the scope of allowed activities without modifying the core licence. Minister Hodgson and Minister Ali to announce further federal clean energy investments in Ontario and Alberta

Natural Resources Canada scheduled cabinet-level events on August 24, 2026, in Ontario and Alberta, with Energy Minister Tim Hodgson and Treasury Board President Shafqat Ali to deliver announcements regarding new clean energy funding. The Ontario event is to feature MP Peter Fragiskatos; the Alberta event is planned in Red Deer with local municipal leaders. Canada Economic Development funding supports Moteurs Électriques Laval’s scale-up in electric motor coils

Canada Economic Development for Quebec Regions announced a $1,175,000 repayable contribution to Moteurs Électriques Laval (MEL), a Quebec-based SME in electric motors and variable frequency drives. The funding supports MEL’s entry into large-scale production and repair of high-tension motor coils and generators, targeting applications in hydroelectric generation and industrial power supply. Federal investment accelerates automation at Hydrep for renewable energy sector

Hydrep received a repayable contribution of $800,750 from Canada Economic Development for Quebec Regions. The funding will be used for the acquisition and installation of robotics, automation equipment, and associated digital infrastructure at the company’s Saguenay-area facility. Hydrep specializes in electro-hydraulic systems relevant to hydroelectric and wind power and the manufacture and installation of transmission-line hardware.
