Commission disburses more than €1.86bn under NextGenerationEU to Belgium, Bulgaria, Denmark, Slovenia
On 30 July 2026, the European Commission disbursed over €1.86 billion to Belgium, Bulgaria, Denmark, and Slovenia under the Recovery and Resilience Facility (RRF), the central component of NextGenerationEU. These payments reflect each Member State's progress towards milestones and targets set in their respective national recovery and resilience plans. Belgium received €567 million with reforms in sustainable mobility, biodiversity, energy efficiency, digital justice, and social inclusion. Bulgaria was allocated €896 million, linked to measures on anti-corruption, renewable energy in households, and sustainable transport; three milestones remain outstanding for future funding. Denmark received its final €359 million, completing all RRF allocations, with reforms in agricultural emissions reduction, sustainable farming and green mobility. Slovenia was paid €41 million for advances in e-health and healthcare modernisation, public building energy upgrades, and efforts to combat long-term unemployment. With these payments, Denmark is the first Member State to achieve 100% of its RRF allocation, while overall disbursement rates rose notably for the other three countries.
Commission endorses Malta's €60 million Social Climate Plan for a fair clean transition
On 28 July 2026, the Commission endorsed Malta's Social Climate Plan, approving €60.6 million in national measures of which €45.4 million will come from the EU Social Climate Fund, to be spent through 2032. Malta’s plan, the fourth adopted under the Social Climate Fund, aims to support energy efficiency renovation, renewable energy installations in social housing, sustainable transport for vulnerable users, and electric mobility for micro-enterprises. The Fund draws from revenues of the new ETS2 covering fuel combustion in buildings, road transport, and other sectors. The Commission noted the plan’s contribution to addressing the social impact of extending emissions trading and its consultation with national stakeholders. Malta may request payment upon commencement and evidence of results.
Commission publishes guidance on State aid rules for social support and social investment
On 26 July 2026, new Commission guidance clarified ways in which EU State aid rules support social measures and investments, including in line with the Clean Industrial Deal. The guidance outlines State aid opportunities for Services of general economic interest, aid for employing disadvantaged workers, training, energy efficiency support for households, and social benefits for SMEs and startups. The document consolidates eligibility rules, clarifies measures not constituting State aid, and provides criteria for direct implementation. The guidance will be updated in parallel with future reforms to the General Block Exemption Regulation. Vice-President Teresa Ribera described the tool as a facilitator for Member States’ social policy design within the State aid framework.
Commission launches public consultation on amendments to regional State aid guidelines
On 27 July 2026, the European Commission invited feedback on proposed amendments to the Guidelines on regional State aid. The revision takes into account recent socio-economic data and addresses the challenges of EU regions bordering Russia, Belarus, and Ukraine. Updated regional aid maps, to be effective 2028–2034, are intended to improve the targeting of support and align with Article 107(3)(a) and (c) TFEU. Stakeholders can submit comments on the draft guidelines until 30 September 2026, with final adoption foreseen by the end of 2026.

Temporary derogation for providers to combat online child sexual abuse adopted – Regulation (EU) 2026/1881
Regulation (EU) 2026/1881 of 24 July 2026 provides providers of number-independent interpersonal communications services a temporary derogation from Directive 2002/58/EC, enabling use of technologies to detect and report online child sexual abuse until 3 April 2028. The act sets privacy safeguards, limits scope to non-end-to-end encrypted communications, and enforces data protection standards under Regulation (EU) 2016/679. The Regulation includes annual reporting and requires the European Data Protection Board to issue compliance guidelines.
Council Implementing Decision (EU) 2026/1902 authorises Ireland's reduced excise duty for commercial gas oil
On 28 July 2026, the Council adopted Implementing Decision 2026/1902 authorising Ireland to apply reduced excise rates for commercial gas oil used by road transport operators until 30 September 2026, under Article 19 of Directive 2003/96/EC. The reduction is specified as 0.25185 EUR/litre until 31 August, then 0.31689 EUR/litre. The Decision is time-limited and may end earlier if EU minimum tax rates are revised.
Right to Housing! Now and Forever European citizens’ initiative registered by Commission – Decision (EU) 2026/1863
Commission Implementing Decision (EU) 2026/1863 of 17 July 2026 registered the citizens' initiative 'Right to Housing! Now and Forever,' which proposes concrete EU actions on affordable, sustainable housing and regulatory harmonisation. The registration does not imply substantive evaluation but confirms the legal competence for proposal under multiple TFEU articles, including 114, 174, and 175.
