Commission adopts Communication on the European Pillar of Social Rights
The European Commission adopted a Communication on the European Pillar of Social Rights on 21 July 2026, reiterating the EU’s commitment to protecting and empowering citizens amid labour market and societal transformation. The Communication takes stock of progress in social policy and details three priority areas: affordability and cost of living, harnessing artificial intelligence for employment, and tackling inequalities. It confirms a first-phase consultation of social partners on employment activation for those facing barriers to the labour market, aiming to support inclusion and competitiveness. The document references concrete actions for 2026 and beyond, including the Quality Jobs Act and further implementation measures under the 2030 EU targets. President Ursula von der Leyen and Executive Vice-President Roxana Mînzatu cited the importance of the Pillar as the EU’s “social shield and compass for fairness.”

Executive Vice-President Roxana Mînzatu delivered remarks on 21 July 2026, outlining the practical implications of the European Pillar of Social Rights for diverse groups, including job seekers, parents, and workers in transition. Mînzatu described the launch of a first-stage consultation of EU social partners on activation, attention to minimum wage implementation, and the future European Care Deal. She also announced the creation of a high-level group on artificial intelligence and the labour market, a Quality Jobs Act, and increased support for vocational education pathways. The speech referenced the upcoming designation of 8 August as a European Day in Remembrance of the Victims of Accidents at Work.
Commission proposes €410,000 from the EGF for dismissed automotive workers in Finland
On 23 July 2026, the Commission proposed to mobilise €410,310 from the European Globalisation Adjustment Fund for Displaced Workers to support 235 former Valmet Automotive employees in Finland. The support comes amid a downturn in the automotive sector and covers career guidance, retraining, recruitment incentives, and business start-up assistance. The EGF funding represents 60% of the €683,850 package; the remainder is provided by local authorities. The proposal, which retroactively covers measures begun in March 2026, now awaits approval from the European Parliament and Council.
Commission endorses Latvia’s €617 million Social Climate Plan
On 19 July 2026, the Commission endorsed Latvia’s Social Climate Plan, making it the third national plan adopted under the Social Climate Fund. The €617 million programme will run through 2032, supporting over 17,000 vulnerable households with energy efficiency improvements and 453,000 transport users with mobility measures. Funding covers home renovations, access to electric vehicles, and improved public transport for those affected by high transport poverty. The plan addresses the social impacts of the new ETS2 system and includes regulatory and investment measures targeting both climate objectives and social needs.

Commission registers European Citizens’ Initiative on Unconditional Basic Income
Commission Implementing Decision (EU) 2026/1798 of 7 July 2026 registers the European Citizens’ Initiative (ECI) proposing the introduction of Unconditional Basic Income (UBI) throughout the EU. The decision, published on 20 July 2026, confirms that the amended initiative falls within the framework of the Commission’s powers under Article 121(2) and Article 148(2) TFEU, enabling recommendations and guidelines by the Council. The registration enables signature collection in accordance with Regulation (EU) 2019/788.
Decision on the mobilisation of the EGF for Displaced Workers (Technical Assistance)
Decision (EU) 2026/1808, adopted on 8 July 2026 and published on 21 July 2026, mobilises €210,000 from the European Globalisation Adjustment Fund for Displaced Workers for technical assistance. This sum is allocated for monitoring, communication activities, and actions to increase the EGF’s visibility, in accordance with Regulation (EU) 2021/691.
Council authorises Member States to accept Cabo Verde’s accession to the 1980 Hague Convention on Child Abduction
Council Decision (EU) 2026/1790 of 14 July 2026, published on 21 July 2026, authorises Member States, in the Union’s interest, to accept Cabo Verde’s accession to the 1980 Hague Convention on the Civil Aspects of International Child Abduction. Member States are required to deposit declarations of acceptance by 15 July 2027 and inform the Council and Commission accordingly.
