Political agreement reached on sixth revision of protection against cancer-causing chemicals
The European Commission welcomed the provisional agreement achieved by the Parliament and Council on the sixth revision of the Carcinogens, Mutagens and Reprotoxic substances Directive (CMRD), proposed in July 2025. The updated Directive sets clearer rules and occupational exposure limits for cobalt and inorganic cobalt compounds, polycyclic aromatic hydrocarbons (PAHs), 1,4-dioxane, isoprene, and addresses exposure through welding fumes. Transitional periods for certain substances allow affected industries time to adapt. The revised rules clarify employer responsibilities for protective measures and add specific notations on exposure routes. Based on Article 107(3)(c) TFEU, the Commission assessed the measures as necessary, proportionate, and compliant with EU State aid and competition safeguards. Formal adoption by Parliament and Council is pending.

Commission Implementing Regulation (EU) 2026/1397 replaces Annex X for maintenance obligations
Commission Implementing Regulation (EU) 2026/1397 of 25 June 2026 replaces Annex X to Council Regulation (EC) No 4/2009 with updated administrative authorities notified by Finland. It addresses procedure and enforcement of maintenance obligations, ensuring the new authorities meet requirements established in Article 2(2) of Regulation (EC) No 4/2009. The regulation will enter into force on the twentieth day after publication in the Official Journal (OJ L 2026/1397; CELEX: 32026R1397).

Employment, Social Policy, Health and Consumer Affairs Council prepares conclusions on Social policy
Social affairs ministers of the EU will approve Council conclusions on cyber violence against girls and the link between demographic trends and housing policy. They will also exchange views on housing security for students and middle-income households, labour mobility, and the EU Anti-Poverty Strategy.

EMPL Committee: Deal to improve worker protection against exposure to dangerous chemicals
The EMPL Committee press release states the sixth revision of the Carcinogens, Mutagens and Reprotoxic substances directive introduces new exposure limit values for cobalt, PAHs, 1,4-dioxane, and isoprene, with stricter rules for welding fumes and hazardous medicinal products. Parliament’s negotiators secured regular breaks for workers using respiratory protective devices and further protections for high-risk occupations such as firefighters. Rapporteur Liesbet Sommen’s statement confirms improved standards. Adoption by Parliament is expected in October II plenary.
