Commission replies to European Citizens' Initiative to ban conversion practices

On 12 May 2026, the European Commission adopted a Communication in response to the European Citizens' Initiative (ECI) 'Ban on conversion practices in the European Union.' The ECI, supported by over 1.1 million EU citizens, called for legal action to ban conversion practices targeting LGBTIQ+ individuals. The Commission committed to issuing a Recommendation in 2027 urging Member States to prohibit such practices. President Ursula von der Leyen announced that the Commission will support Member States with complementary measures and dialogue through the Expert Group on LGBTIQ+ equality. The response is informed by ongoing studies, including one by the EU Fundamental Rights Agency, and aligns with the LGBTIQ+ Equality Strategy 2026-2030.

Commission welcomes Council of Europe declaration on migration

On 14 May 2026, the Commission welcomed the Council of Europe's political declaration on migration, adopted at the Ministerial conference in Chișinău. The declaration reinforces shared values on migration management and fundamental rights, including measures to address illegal arrivals and support the return of third-country nationals. Commission greenlights Romania's fourth payment request under NextGenerationEU

On 13 May 2026, the Commission issued a positive preliminary assessment of Romania's fourth payment request for €2.62 billion under the Recovery and Resilience Facility (RRF). The request covers 38 milestones and 24 targets, including decarbonisation of transport and energy, tax administration reforms, public pensions, healthcare infrastructure, and social infrastructure for persons with disabilities. The payment will proceed pending the Economic and Financial Committee's opinion and subsequent Commission approval.

Regulation (EU) 2026/1047 establishing an EU Talent Pool

Regulation (EU) 2026/1047, published on 12 May 2026 (CELEX: 32026R1047), creates an EU Talent Pool to address labour and skills shortages across Member States. The Regulation establishes a platform for matching third-country jobseekers with vacancies in shortage occupations, ensures fair recruitment standards, and sets out governance, data protection, and withdrawal provisions. The Regulation is binding and directly applicable in participating Member States.

Council Decision (EU) 2026/1080 on conclusion of AI Convention

Council Decision (EU) 2026/1080, adopted 21 April 2026 (OJ L 2026/1080, CELEX: 32026D1080), confirms EU approval of the Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law. The Convention's principles are implemented in the EU through Regulation (EU) 2024/1689 (Artificial Intelligence Act) and relevant acquis, with national security excluded from scope. The EU will be represented in the Conference of the Parties.

Council of Europe Framework Convention on Artificial Intelligence published

The Council of Europe Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law was published in the Official Journal on 13 May 2026 (CELEX: 32026A1081). The Convention sets binding principles for AI governance to safeguard human rights, democracy, and rule of law, and applies to activities by public authorities and certain private actors. Ratification and implementation mechanisms are detailed, including oversight and reporting obligations.
