President Signs H.R. 5334 Sanctioning Russia and Iran Act

On September 18, 2026, the President signed H.R. 5334, the Lindsay O. Graham Sanctioning Russia and Iran Act of 2026. The statute authorizes and expands tariffs, sanctions, and prohibitions on Russia, and further extends existing sanctions regimes affecting Iran. The law's passage enables additional restrictions on oil and gas-related trade and asset transactions.

Environmental Assessments Scheduled for Pipeline Expansion Projects

The Federal Energy Regulatory Commission (FERC) released scheduling notices for environmental assessments (EAs) of several major pipeline projects. The Permian Basin Expansion Project by Northern Natural Gas Company, which proposes 16.2 miles of new pipeline and a compressor station in New Mexico and Texas, is set for EA release on February 19, 2027; federal authorization decisions are due by May 20, 2027. Tennessee Gas Pipeline's South Texas Enhancement Project, involving a new compressor station and pipeline extensions, will have its EA issued December 18, 2026, with a federal decision deadline on March 18, 2027. Southeast Supply Header's Tupelo Trail Project, seeking to deliver up to 110,000 dekatherms per day to Plant Daniel in Mississippi, expects an EA by February 12, 2027, decision deadline May 13, 2027. Steel Reef Pipelines' Flat Lake Access Project will export 80 MMcf/d of sour gas from North Dakota to Saskatchewan, with EA scheduled for January 6, 2027.

BSEE Data Collection for Oil and Gas Production Measurement Renewed

The Bureau of Safety and Environmental Enforcement (BSEE) issued a notice on September 18, 2026, seeking comments on the renewal of its information collection regarding oil and gas production measurement, surface commingling, and security under 30 CFR 250, Subpart L. The collection is used to verify production measurement accuracy and ensure proper royalty payments for federal offshore oil and gas operations. BSEE estimates 550 annual respondents, 3,548 annual responses, and a total burden of 1,621 hours. The comment deadline is October 19, 2026.

Commerce Conducts Countervailing Duty Administrative Review of Turkish OCTG

The U.S. Department of Commerce (International Trade Administration) published preliminary results for the 2024 countervailing duty administrative review covering certain oil country tubular goods (OCTG) from Turkey. Borusan Birleşik Boru Fabrikalari Sanayi ve Ticaret A.S. was found to have a net subsidy rate of 0.63 percent ad valorem. Interested parties are invited to comment, with final results expected within 120 days of the notice publication.

EPA Adjusts Chesapeake Bay Water Quality Standards

President Trump signed an Executive Order to modify federal involvement in Chesapeake Bay water quality improvement, rescinding the 2009 Obama Executive Order and redirecting federal resources toward measurable projects. EPA streamlined program administration in FY 2026, realizing $1 million in overhead savings and increasing direct funding to watershed states and DC by $2.7 million. The Order aims to eliminate administrative costs associated with previous stormwater management fees, promoting environmental health with reduced fiscal burden.
