BSEE Finalizes Comprehensive Offshore Oil & Gas Standard Update

The Bureau of Safety and Environmental Enforcement published a final rule on June 10, 2026, updating nearly all technical standards incorporated into 30 CFR Part 250 for U.S. offshore oil and gas operations. The rule incorporates 23 new industry consensus standards and updates 40 existing standards governing measurement, safety systems, production, and structural criteria for Outer Continental Shelf (OCS) operations. BSEE also clarified cross-references, compliance deadlines, and transition provisions for measurement systems. Industry will be required to bring existing field measurement equipment in line with updated standards by August 11, 2031. Several earlier and outdated standards were removed, while reaffirmations of published documentation are recognized. The rule covers a range of technical areas, including well control equipment, platform design, marine cranes, pipeline systems, and reporting requirements.

DOE Announces International Energy Agency Meetings on Emergency Preparedness and Oil Markets

The Department of Energy announced upcoming meetings of the Industry Advisory Board to the International Energy Agency (IEA), to be held in Paris and via webinar on June 17–18, 2026. The meeting agendas include reviews of IEA member country oil stockholding levels, crisis response planning, collective action, updates on natural gas security, LPG supply disruptions, and infrastructure recovery post-Middle East conflict. U.S. industry crisis response and perspectives from the major oil traders will be discussed, as well as the European refining sector and electric vehicle implications. IEA, member state officials, and selected invitees will participate.

Rio Grande LNG Train 6 Proposes Expansion at Cameron County Facility

On June 12, 2026, Rio Grande LNG Train 6, LLC filed an application with FERC seeking authorization to construct an additional liquefaction train, a new marine jetty, and associated infrastructure at its terminal in Cameron County, Texas. The expansion would add 6.03 million tonnes per annum (mtpa) of LNG export capacity and increase authorized vessel calls per year to 510. The project facilities, apart from the marine berth, are confined to the existing developed site and utilize in-kind or upgraded pretreatment and liquefaction systems. The public comment and intervention period closes on June 30, 2026.

Northern Natural Gas Company Files for Permian Basin Expansion Project

Northern Natural Gas submitted an application to FERC on May 28, 2026, for its Permian Basin Expansion Project. The proposal includes 15.1 miles of new 24-inch pipeline, a new 7,700-HP compression station in New Mexico, an interconnect with Transwestern Pipeline, and expansion of system delivery capabilities. The estimated project cost is $105 million, and Northern requests rolled-in rate treatment. The expansion will support approximately 361,600 dekatherms per day of firm transportation service to the Southwestern Public Service (SPS) Gaines County Generating Station. The intervention deadline is June 30, 2026.

FERC Opens Environmental Review for Algonquin Gas Transmission Expansion

On June 9, 2026, FERC announced the opening of the public scoping period for the Algonquin Reliable Affordable Resilient Enhancement Project (RARE), which would add 13.5 miles of interstate natural gas pipeline capacity in Connecticut, Massachusetts, and Rhode Island. Planned upgrades include 8.3 miles of 36-inch replacement pipeline, 3.0 miles of new pipeline loop, and appurtenant facilities. Public comment sessions are scheduled June 16–18, 2026, in project-affected areas. The Commission will use this input as part of its environmental review under the National Environmental Policy Act.
