- Senate ENEV to Discuss Climate Change and Oil and Gas Industry: The Standing Senate Committee on Energy, Environment and Natural Resources will hold an in camera session on February 10, 2026, to review climate change and Canada’s oil and gas industry, including a draft report.
- Senate BANC to Conduct Clause-by-Clause on Bill S-3: On February 12, 2026, the Banking, Commerce and Economy Committee will hold a clause-by-clause review of Bill S-3 with legal specialists from the University of Calgary.
- House INDU to Examine Budget 2025 Implementation Bill Provisions: The House Industry and Technology Committee will meet on February 9, 2026, to review clauses of Bill C-15 (Budget 2025 Implementation Act), with Minister Mélanie Joly and senior Industry department officials, followed by a report session on productivity and capital outflow.

CBSA Initiates Anti-Dumping Investigation on Oil and Gas Well Casing from Austria
On February 2, 2026, the Canada Border Services Agency (CBSA) opened an investigation into the alleged dumping of certain oil and gas well casing imports from Austria at prices below fair market value. The action follows a complaint filed by Tenaris Canada, which asserts that dumped imports are undercutting Canadian producers through price depression, lost sales, and overall diminished market share. Under the Special Import Measures Act, the CBSA assumes responsibility for reviewing the dumping allegations, while the Canadian International Trade Tribunal (CITT) conducts a parallel inquiry to determine whether injury to domestic industry has occurred. The CBSA’s preliminary decision is scheduled for May 4, 2026; the CITT is expected to reach a preliminary injury determination by April 3, 2026. At stake are ongoing supply chain dynamics and competitive conditions for tubular goods in Canada’s upstream sector.

CITT Launches Preliminary Inquiry into Austrian Oilfield Casing Imports
The Canadian International Trade Tribunal initiated a preliminary injury inquiry on February 3, 2026, in relation to a dumping complaint from Tenaris Canada regarding Austrian-made oil and gas well casing. As required by the Special Import Measures Act, the CITT will assess whether there is credible evidence of injury or threat thereof to Canadian producers. Canadian System of Environmental–Economic Accounts: Energy and GHG Intensities Data for 2022
