Competition Bureau Files to Block Keyera Acquisition at Fort Saskatchewan Hub
On May 5, the Competition Bureau filed an application with the Competition Tribunal to challenge Keyera Corp.’s proposed acquisition of Plains All American Pipeline L.P.’s Canadian natural gas liquids business. The Bureau's investigation concluded the transaction would reduce competition at the Fort Saskatchewan, Alberta energy hub—Canada's largest such facility—by combining two of the three major market participants. The Bureau stated that the merger could allow the combined entity to impose less favourable contract terms, raise processing prices, and consolidate infrastructure control, affecting costs along the energy supply chain. The Competition Tribunal will make the final determination regarding the transaction's fate. The Bureau announced a technical briefing for media providing additional information, and a backgrounder document is available. This case carries specific implications for natural gas liquids processing, fractionation, and storage used in domestic and international supply chains.

Federal Government Announces Overhaul of Major Project Regulatory Reviews
On May 8, the Government of Canada announced forthcoming changes intended to shorten and simplify federal review and approval timelines for nation-building infrastructure including energy corridors and critical resource projects. Ministers Dominic LeBlanc and Steven MacKinnon unveiled plans to limit federal reviews and decision-making to a maximum of one year once all proponent information is submitted. The government is launching two discussion papers and will engage the public, provinces, and Indigenous communities for 30 days on reforms assigning projects to specialized regulators, consolidating approvals, and designating trade corridors. The plan would also create a Crown Consultation Hub to manage Indigenous consultations and support a 'tell-us-once' data-sharing model in regulatory reporting. To date, 21 major projects representing $126 billion in new investment have been referred to the Major Projects Office since August 2025.

The Tribunal’s final decision is expected by September 1, 2026. Interested parties may file a Notice of Participation to contribute to the inquiry. Potential outcomes include the imposition of duties or other trade remedies affecting casing imports from Austria.
