Commerce Reports Notice of Scope Ruling Applications in Antidumping and Countervailing Duty Proceedings

The U.S. Department of Commerce published a notice stating the receipt of scope ruling applications for antidumping and countervailing duty (AD/CVD) proceedings, filed in July 2026. Applications request determinations on products such as aluminum extrusions from China and Thailand, cold-drawn mechanical tubing from India and China, and polyurethane foams from Mexico. Companies involved include Wangs Alliance Corporation, WAC Lighting, ArcelorMittal Tubular Products, and Kuka Sleep, Inc. Commerce clarified the criteria for initiation and participation in scope inquiries. Scope rulings may apply broadly or be company-specific, and further information is available via Commerce's ACCESS system. Interested parties are able to participate or comment on the completeness of the list.

August Jobs Report Shows Substantial Manufacturing Gains

The August 2026 U.S. jobs report recorded an addition of 162,000 new jobs, bolstered by 16,000 new manufacturing positions—the highest monthly manufacturing gain in three years. Key sectors contributing included pharmaceuticals, defense production, data centers, and semiconductor plants. Private weekly earnings rose 3.7% year-on-year, labor force participation increased, and black unemployment declined for the second consecutive month. Economists cited the figures as evidence of strength in manufacturing and related employment. Analysts pointed to increased factory construction, with nearly 100,000 such jobs added during President Trump’s second term.

Commerce Initiates Administrative Reviews of Antidumping and Countervailing Duty Orders

The Department of Commerce initiated routine administrative reviews of multiple AD and CVD orders, covering products such as steel nails, paper shopping bags, and passenger vehicle tires from countries including India, China, Vietnam, and Korea. Companies must apply for separate rates or notify Commerce of no sales to maintain compliance. Commerce may limit respondents and will accept PMS (particular market situation) allegations according to the established schedule. These reviews aim to confirm compliance and calculate duties, with results due by July 31, 2027.

President Trump and Vice President Vance Announce Manufacturing Investments in Michigan

President Trump and Vice President JD Vance visited Michigan, highlighting a resurgence in the state's manufacturing sector attributed to tax policy and investment incentives. Notable projects include General Motors' $6 billion expansion, Ford’s $3 billion BlueOval Battery Park, Stellantis’ $628 million in new facilities, and AI and data center investments totaling over $8 billion. G20 Innovation Ministerial Releases Statement on Emerging Technology and Industrial Innovation
