Executive Order Updates U.S. Quantum Strategy, Focusing on Domestic Innovation, Security, and Workforce

President Trump signed Executive Order 14411 on June 22, 2026, setting a comprehensive federal strategy for the advancement of U.S. Quantum Information Science and Technology (QIST). The Order updates the National Quantum Strategy, instructing agencies to develop a Quantum Computer for Application Development and Discovery Science (QC-ADDS) Effort and fast-track commercialization of quantum-enabled sensors and networks. It calls for measures to strengthen U.S. QIST manufacturing and supply chains, expands security protocols, supports professional training, and reconstitutes the National Quantum Initiative Advisory Committee. The Order directs interagency collaboration and periodic progress reporting.

EPA Revokes 2024 Rubber Tire Manufacturing Emissions Amendments under Congressional Review Act

The Environmental Protection Agency removed provisions from the 2024 final rule on National Emission Standards for Hazardous Air Pollutants (NESHAP) for rubber tire manufacturing following the enactment of Public Law 119-14, disapproving the 2024 amendments under the Congressional Review Act. The action, effective November 29, 2024, reverts regulatory text to the version in place before the 2024 amendments. Facilities classified under NAICS 326211, 326212, and 314992 are returned to the compliance framework established in the 2020 NESHAP for Rubber Tire Manufacturing. No new emission limits or compliance procedures apply as a result.

Consumer Product Safety Commission Maintains Current Lead Content Standards for Children's Products and Paint

Following a mandatory review under the Consumer Product Safety Improvement Act, the CPSC has determined not to revise the existing lead limits for children’s products and paints. The current limits—100 ppm for children’s products and 0.009% for paints and similar surface coatings—remain, as CPSC staff concluded no new testing methods or analytical technologies have become commercially available to consistently quantify lead below these thresholds. The notice states that the regulations continue to require the lowest amount technologically feasible.

EPA Publishes Status Report on New Chemical Submissions and Risk Review Under TSCA

The EPA published its monthly report on new chemical submissions under the Toxic Substances Control Act, covering February through April 2026. The agency lists premanufacture notices (PMNs), significant new use notices (SNUNs), and microbial commercial activity notices (MCANs) that have completed initial review. Included are chemicals for applications including polymer additives, battery cathode materials, carbon nanotubes, and several intermediates. The report provides submission and review status for both confidential and public entries.

Commerce Issues Preliminary Affirmative Countervailing Duty Determination on Citric Acid from Canada

The Department of Commerce has preliminarily determined that countervailable subsidies are being provided to Canadian producers and exporters of citric acid and certain citrate salts. The investigation period is January to December 2025, with a 16.50% estimated subsidy rate assigned to Jungbunzlauer Canada Inc. and all others. Commerce is aligning the countervailing duty final determination with the companion antidumping duty determination scheduled for November 2, 2026, unless postponed.
