Procedures for Canadian & Mexican Steel/Aluminum Producers Seeking Tariff Adjustments Under Proclamation 10984
The U.S. Department of Commerce issued a notice outlining procedures for steel and aluminum producers operating facilities in Canada or Mexico to apply for tariff adjustments under Proclamation 10984. Firms committing to new U.S. production capacity—specifically primary steel or aluminum for automobiles, medium- and heavy-duty vehicles (MHDVs), and related parts—may be eligible for reduced tariffs. Adjustments are subject to USMCA preferential treatment and minimum 25 percent rates; eligible imports must be smelted and cast or melted and poured in Canada or Mexico. Submissions outlining investment plans are due July 27, 2026, and further information is provided by the International Trade Administration.

USITC Cancels Scheduled Hearing for CSPV Cell Import Relief Evaluation
The U.S. International Trade Commission has canceled its scheduled June 12, 2026, public hearing for the effectiveness evaluation of import relief on crystalline silicon photovoltaic (CSPV) cells. Following withdrawal of hearing requests by interested parties, stakeholders are directed to respond to written questions in posthearing briefs, which remain due June 22, 2026. The investigation focuses on relief action previously imposed under section 203 of the Trade Act of 1974, which terminated on February 6, 2026.

EPA Releases Status Update on New Chemical Submissions for Early 2026
The Environmental Protection Agency published status reports covering new chemical submissions under TSCA for February and March 2026, including PMNs, SNUNs, MCANs, and related amendments. Multiple substances—spanning industrial coatings, battery components, specialty polymers, lubricants, and heat transfer fluids—have cleared initial screening, with applicant and use details specified in Federal Register tables. Also included are test data for hydrolysis, photolysis, worker exposure, and environmental effects concerning polymers and specialty chemicals. EPA provides details for any parties wishing to submit comments by July 15, 2026.

White House CEQ Announces Permitting Innovators Expo for Federal Review Technology
The White House Council on Environmental Quality, in partnership with NASA’s Center of Excellence for Collaborative Innovation, has scheduled its Permitting Innovators Expo for July 31, 2026. The event will provide federal agencies, policymakers, and industry leaders with demonstrations of technologies geared toward modernizing federal environmental permitting. CEQ plans to release a catalogue of top solutions later in 2026. Space is limited and attendees must submit interest forms for consideration.

HUD Issues Request for Information on Domestic Manufacturing for Build America, Buy America Act Compliance
The Department of Housing and Urban Development issued an RFI seeking public input from manufacturers, suppliers, and industry stakeholders regarding availability of domestically produced items for construction, maintenance, and repair in federally funded housing programs. The notice details BABA Act compliance requirements for iron, steel, manufactured products, and construction materials, specifying current waivers and implementation phases.
