Federal Government News

Government Announces $127 Million Investment in Vancouver Life Sciences Projects

On April 2, the Honourable Mélanie Joly, Minister of Industry, announced $127 million in Strategic Response Fund contributions to two major life sciences initiatives in Vancouver—Aspect Biosystems and Providence Health Care. Aspect Biosystems, which develops bioprinted tissue therapeutics, will receive $79 million from the federal government, with an additional $23.8 million from the Province of British Columbia, to support a $280 million commercialization and manufacturing expansion. This funding is expected to help maintain 117 jobs and create 283 new positions, with 268 student co-op roles. Providence Health Care will also receive $48 million for its Clinical Support and Research Centre innovation hub, aiming to increase clinical research and technology incubation, maintaining 6,662 jobs and adding 768 new full-time roles and 597 student placements. Both projects are positioned to reinforce domestic supply chains and enhance Canada's biomanufacturing capacity, particularly in the context of health emergency response.

Defence Industrial Strategy Targets Small Business Growth and Supply Chain Security

Innovation, Science and Economic Development Canada outlined on April 2 how the new Defence Industrial Strategy will deploy up to $6 billion through the Business Development Bank of Canada’s Defence Platform and introduce the Defence Industry Assist stream through the National Research Council. The program aims to create up to 125,000 jobs, increase defence exports by 50%, and raise SME revenues by over $5.1 billion annually. Regional Tariff Response Initiative Funds Alberta Manufacturing and Value-added Projects

PrairiesCan announced $7.46 million in federal funds on March 31 to support five projects through the Regional Tariff Response Initiative (RTRI) in Edmonton. Investments include $3.5 million for the Alberta Chambers of Commerce to coordinate trade missions and productivity enhancements, focusing on tariff-impacted manufacturers and agri-businesses. Other projects include the integration of machine learning and automation at Apollo Machine & Welding ($1M), AI-driven process improvements at Cast Steel Products ($964,217), new alloy product lines at Demir Engineering ($1M), and digitized design and market diversification strategies at RAM Elevators & Lifts ($1M). These projects prioritize advanced manufacturing methods and supply chain resilience in response to recent tariff developments.

Backgrounder: Tariff Investments Aim to Diversify Alberta's Manufacturing Base

Tribunal Rules Potential Threat from Dumping of Austrian Oil and Gas Well Casing

On April 2, the Canadian International Trade Tribunal determined there is a reasonable indication that dumping of oil and gas well casing from Austria may threaten injury to the Canadian industry. While no actual injury was found, CBSA will continue its investigation and issue a preliminary determination by May 1. The Tribunal’s finding follows the initiation of proceedings under the Special Import Measures Act and will maintain current trade oversight on imports of the subject product. This development is relevant for domestic steel component manufacturers supplying the oil and gas sector.

New Federal Investments Target Brandon, Manitoba Manufacturing and Skills Growth

Prairies Economic Development Canada announced dedicated support for Brandon’s manufacturing sector. Non-repayable grants of $1 million and $577,500 were provided to Behlen Industries and Bushel Plus (BranValt) for steel welding line automation and machinery development using Canadian steel and aluminum. Assiniboine College received $2.25 million to launch a Mechatronics Engineering Technology program, linked to skilled labour development in agri-manufacturing. Greenstone Building Products is expanding facility capacity with $1.09 million, while $400,000 supports a consulting incentive for SMEs. Further $1.86 million, repayable, will go to additional Behlen automation phases.

Defence Industrial Strategy Expands to Atlantic Canada with Port and Cybersecurity Investments

The Department of Finance announced, on March 31, federal support under the Regional Defence Investment Initiative for two New Brunswick-based projects. The University of New Brunswick will receive $813,739 for a Maritime 3D Digital Twin platform, intended to strengthen port infrastructure monitoring and increase security using AI modelling and real-time ocean sensing. CE3 Electronics was allocated $30,000 for achieving cybersecurity compliance necessary for participation in US and Canadian defence contract supply chains. These investments facilitate integration of Atlantic industry into national and international defence ecosystems.
