Commission Delegated Regulation (EU) 2026/1282 amends Annexes IV and V to Regulation (EU) 2019/1242 on CO2 emissions from heavy-duty vehicles

Commission Delegated Regulation (EU) 2026/1282 of 12 June 2026, published in OJ L 2026/1282 on 21 August 2026, amends and corrects Annexes IV and V to Regulation (EU) 2019/1242. The amendments specify additional data parameters to be monitored, reported, and published for new heavy-duty vehicles, including manufacturer identifiers and component data relevant for CO2 emission verification. The regulation clarifies reporting obligations for Member States and manufacturers regarding new technologies, hydrogen vehicles, and trailers. Corrections address substantive errors in Part C of Annex IV and points 1.1, 2.1, and 2.2 of Annex V. The amendments enter into force twenty days following publication.

UN Regulation No 100 – Approval of vehicles with regard to electric power train requirements [2026/1695]

UN Regulation No 100, as incorporated into EU law by reference in OJ L 2026/1695 dated 17 August 2026, sets uniform provisions for the approval of vehicles concerning specific requirements for electric power trains. The regulation details approval procedures, safety requirements for rechargeable electrical energy storage systems (REESS), and installation standards. Transitional provisions for the 05 series of amendments will apply from 1 September 2027. The document consolidates all valid amendments up to 26 September 2025.

Council Decision (EU) 2026/1953 concludes EU-Pakistan agreement on tariff-rate quotas post-Brexit

Council Decision (EU) 2026/1953 of 10 July 2026, published in OJ L 2026/1953 on 21 August 2026, approves on behalf of the Union the Agreement in the form of an Exchange of Letters with the Islamic Republic of Pakistan under Article XXVIII of GATT 1994. The decision finalises the apportionment of tariff-rate quotas in the EU Schedule CLXXV following the United Kingdom’s withdrawal. The agreement was signed on 3 February 2026. Notification of the entry into force will be published in the Official Journal.

Notice: Entry into force of EU-China agreement on tariff-rate quotas [2026/1952]

Commission Implementing Decision (EU) 2026/1949 amends emergency measures for lumpy skin disease in Italy

Commission Implementing Decision (EU) 2026/1949 of 13 August 2026, published in OJ L 2026/1949 on 18 August 2026, updates the Annexes to Implementing Decision (EU) 2025/1582. The Decision adjusts the duration and scope of protection and surveillance zones and vaccination areas in Italy following continued delays in disease control measures in Sardinia. Movement prohibitions for bovine animals from affected zones remain in effect. The Decision is addressed to the Italian Republic and takes immediate effect.

Agreement between the EU and Djibouti on the status of EU-led forces for the Red Sea maritime security operation (EUNAVFOR ASPIDES)

The agreement between the European Union and the Republic of Djibouti, published in OJ L 2026/1946 on 19 August 2026, establishes the legal status of EU-led forces deployed in Djibouti under the EUNAVFOR ASPIDES operation. The agreement provides for the privileges, immunities, and operational arrangements necessary for the EU maritime security mission, which aims to safeguard freedom of navigation in response to the Red Sea crisis. The agreement was signed on 16 July 2026 and enters into force upon signature for an initial twelve-month period.
