GSA Proposes AI Data Safeguarding Clause for Federal Contracts
The General Services Administration published a draft clause, 552.239-7001, addressing basic safeguarding of data in Large Language Model (LLM) AI systems used to process government data. The proposal clarifies scope, definitions, contractor responsibilities, intellectual property handling, compliance requirements, data localization, reporting mandates, and privacy provisions. It requires detailed flowdown to subcontractors, outlines reporting obligations for incidents affecting government data, and includes unbiased AI principles focused on factual, neutral performance. Input is sought on contract implementation and compliance, with a public listening session scheduled for July 14 at George Washington Law School. Written comments are due August 3, 2026.

FCC Invites Public Comment on Information Collection Relating to Foreign Adversary Control
The FCC issued a notice requesting comment on a new information collection associated with the Foreign Adversary Control Report & Order. This order introduces attestation and disclosure requirements for regulated entities, making it mandatory to report ownership or control by foreign adversaries. Entities must provide additional details about the nature of such control, with ongoing triggers for reporting and streamlined enforcement for non-compliance. International Trade Commission Launches Expanded Investigation on Networking Equipment Patent Infringement
The ITC has modified its investigation (No. 337-TA-1489) involving laptops, routers, gateways, and components thereof, to include allegations of infringement on additional dependent claims (7, 9, 10, 20) of U.S. Patent No. 10,917,272 against respondents including ASUSTeK Computer, TP-Link Systems, and Ubiquiti Inc. The proceedings now address both the complaint and notice of investigation concerning these claims. The evidentiary hearing is scheduled for ten months out, and parties have been directed to submit procedural responses through the Commission’s docket.

FCC Proposes Mandatory Data Collection for Rate Caps in Incarcerated People's Communication Services
The FCC’s Wireline Competition Bureau and Office of Economics and Analytics released a public notice seeking input on the proposed 2026 Mandatory Data Collection for incarcerated people's communications services. The template focuses on data necessary to establish permanent rate caps for audio and video services, removes granularity in ancillary service reporting, and reduces burdens for smaller providers. Key comments are solicited regarding reporting period, cost allocation, safety and security expenditures, and facility cost rate additives. The reporting deadline for providers will be 90 days after adoption of the collection order.

FAA Issues Special Conditions for Falcon 900EX Cybersecurity Protections
