Canada Awards $2.3 Billion Contract for Enhanced Arctic Satellite Communications

On August 4, the Defence Investment Agency announced a contract worth approximately $2.3 billion to Telesat LEO ULC for the Enhanced Satellite Communications Project – Polar (ESCP-P). This initial award will fund delivery of next-generation military satellite communications for the Canadian Armed Forces in the Arctic, based on expansion of the Telesat Lightspeed Low Earth Orbit (LEO) constellation from 156 to 225 satellites. The contract contains two additional option periods valued at $214 million and $218 million each. The project is intended to provide reliable, secure military Ka-band connectivity in high-latitude regions and will be built at MDA Space's manufacturing facility in Montréal. Supported by Canada's Industrial and Technological Benefits Policy, ESCP-P is expected to create up to 2,600 jobs and contribute $335 million annually to Canada’s GDP over seven years. Negotiations are underway for future phases, including a separate X-band and UHF Medium Earth Orbit component, with MDA Space as prime contractor and Telesat as subcontractor. The work supports expanded military communications infrastructure, with stated applications for NORAD, NATO interoperability, and Arctic sovereignty.

Government Statement on Privacy Settlement for Federal Online Accounts

The Treasury Board of Canada Secretariat released a statement on August 4 confirming court approval of the Sweet v HMK class action settlement. The litigation concerned alleged privacy breaches of personal and financial information from various Government of Canada online accounts, including CRA 'My Account,' My Service Canada, and accounts accessed via GCKey, between March and December 2020. Those affected may submit compensation claims between August 4, 2026 and February 3, 2027. Settlement details, eligibility information, and instructions are available at the official breach settlement website and inquiries can be directed to designated class counsel. The government described the settlement as a compromise without admission of liability.

Canada Launches First Quantum Defence Innovation Secure Hub in Calgary

On August 6, Minister of National Defence David J. McGuinty announced the establishment of the Quantum Defence Innovation Secure Hub (DISH) under the Bureau of Research, Engineering and Advanced Leadership in Innovation and Science (BOREALIS), awarded to a University of Calgary-led consortium. The $20.3 million investment over two years seeks to accelerate the development and operationalization of quantum technologies for Canadian defence, including quantum sensing, secure communications, navigation, and computing. The Quantum DISH aims to facilitate collaboration among industry, government, and academia in a secure Calgary facility, enabling advancement of capabilities in contested environments such as GPS spoofing threats. The initiative forms part of BOREALIS’ mission-driven hub network focused on critical technology priorities in Canada’s Defence Industrial Strategy.

Minister McGuinty Conducts Alberta Tour Addressing Defence Innovation and Readiness

Between August 6 and 7, Minister David J. McGuinty visited Alberta to meet Armed Forces members, researchers, and businesses regarding defence innovation and military readiness. He emphasized Alberta's contribution to the defence sector during a keynote address at the University of Calgary and confirmed the $20.3 million in funding for the Quantum DISH. At CFB Suffield, McGuinty attended research briefings on autonomous systems, counter-UAS, and CBRN defence. Medicine Hat’s Landing Zones Canada received up to $415,000 through NRC IRAP to develop RPAS flight control software. The visit also included an overview of infrastructure investments such as a $12.7 million Energy Performance Contract upgrade for CFB Wainwright, scheduled for completion by December 2030.
