Commission Delegated Regulation (EU) 2026/971: ESAP Technical Standards for Regulated Information

Commission Delegated Regulation (EU) 2026/971, published in OJ L on 19 August 2026, supplements Directive 2004/109/EC by establishing regulatory technical standards for access to regulated information at Union level. The regulation aligns with Regulation (EU) 2023/2859 and Directive (EU) 2023/2864, introducing requirements for the European Securities and Markets Authority (ESMA) to operate the European Single Access Point (ESAP) and repealing Commission Delegated Regulation (EU) 2016/1437. ESAP will provide central electronic access to regulated information stored by Officially Appointed Mechanisms (OAMs), with technical details governed by Implementing Regulations (EU) 2025/1338 and 2025/1339. The new standards apply from 10 July 2026 and are based on ESMA's draft regulatory technical standards developed after public consultation.

EU-Djibouti Agreement on EUNAVFOR ASPIDES Maritime Security Operation

The Agreement between the European Union and the Republic of Djibouti on the status of EU-led forces under EUNAVFOR ASPIDES was published in OJ L on 19 August 2026 (CELEX: 32026A1946). The accord defines privileges, immunities, and operational terms for EU maritime security forces in Djibouti, referencing Council Decision (CFSP) 2024/583. It addresses legal status, movement, communications, and claims for compensation, entering into force on signature for twelve months and renewable annually.
