White House Launches Executive Order to Eliminate Disease-Carrying Pests in Washington, D.C.

On September 29, 2026, President Donald J. Trump signed an Executive Order aimed at suppressing tick and mosquito populations in the District of Columbia, prescribing reductions of mosquitoes by 90% and ticks by 50% by 2028. The order mandates use of non-chemical and technology-driven methods such as sterile insect techniques and biotechnologies, and directs multiple agencies—including Interior, Agriculture, HHS, EPA, and GSA—to remediate breeding grounds and develop new regulatory frameworks. The Environmental Protection Agency, with Agriculture and HHS, will formulate regulations for next-generation pest control technologies. The initiative also supports advanced diagnostics for vector-borne diseases and directs HHS to bolster the Lyme Disease Moonshot initiative. The order includes exploration of food labeling requirements for alpha-galactose, associated with tick-induced meat allergies, and designates the D.C. pilot as a potential model for national efforts, with implementation contingent on legal and fiscal constraints.

National Park Service Requests Extension of Concessioner Information Collection

The National Park Service (NPS), part of the Department of the Interior, issued a Federal Register notice on September 30, 2026, seeking public comment on the extension of its information collection activities for park concessions forms (OMB Control Number 1024-0029). The forms are required for more than 100 national parks contracting private businesses to provide lodging, food, tours, and other visitor services, an industry segment generating over $1 billion annually and supporting 25,000 seasonal jobs. Data collected via these forms are used to verify franchise fee calculations, assess concessioner financial performance, and review compliance with contractual obligations. The request also concerns forms used in evaluating bids for new concession agreements, with estimated annual responses totaling 1,382 and a cumulative burden of nearly 160,000 hours. Comments are being accepted through October 30, 2026, addressing the necessity, accuracy, and minimization of burden associated with these requirements.
