USDA Initiates Environmental Impact Statement and Rulemaking to Revise Forest Service Travel Management Regulations

The U.S. Department of Agriculture is preparing an environmental impact statement and rulemaking to update regulations governing travel management on National Forest System lands. The proposed changes would establish a national policy favoring increased access to roads, trails, airfields, and other entry points, unless closure is legally or scientifically justified. The rule aims to simplify regulatory requirements, preserve local decision-making, and introduce annual reviews of restrictions. It responds to Executive Order 14408, signed May 29, 2026, which rescinded earlier restrictions on federal land access. The new framework would support recreational uses including camping, motorized recreation, and facilitate efficient updates to public motor vehicle use maps. Publication of the draft rule and EIS is expected in spring 2027, with finalization in early 2028.

FDA Announces Proposed Information Collection on Registration, Process Filing, and Recordkeeping in Food Canning Industry

The Food and Drug Administration announced an opportunity for public comment regarding data collection requirements for acidified and thermally processed low-acid foods in hermetically sealed containers. Firms must register facilities, file processing details, and maintain production records to ensure safety and traceability. The reporting applies to both electronic and paper forms, with approximately 1,218 registrations anticipated annually. Recordkeeping for processing information will continue, estimated to require 2.6 million hours for 10,392 recordkeepers nationwide. The commentary period will run until October 27, 2026, and feedback will inform the Agency’s renewal of information collection approval.

USPTO Issues Final Rule Updating International Trademark Classification System

The United States Patent and Trademark Office finalized revisions to the trademark classification system effective January 1, 2027. The changes, adopted by the Nice Agreement and published by WIPO, include modifications to Class 6 (common metals and alloys) and Class 9 (apparatus for various fields and diving gear). These updates aim to clarify class headings and align the U.S. system with international standards. The rule is procedural and will impact applications filed on or after the effective date. No substantive changes in trademark registration criteria are included, and the rule is not expected to have a significant economic effect.

Presidential Message Commemorates National Park Service Anniversary and Announces Free National Park Entry

White House Proclamation Temporarily Expands Import Quota for Lean Beef Trimmings
