Sectoral Workforce Innovation Fund Targets Labour Gaps

On August 28, Employment and Social Development Canada announced the establishment of the Sectoral Workforce Innovation Fund (SWIF), a contribution program targeting recruitment, training, and retention challenges across the Canadian workforce. The fund will support projects aligned with federal priorities and industrial strategies, targeting critical skilled labour shortages and workforce transitions. Projects eligible for SWIF funding are expected to increase the skilled talent pipeline, better align training to employer demand, and reduce skills gaps and hiring delays. The fund operates via co-investment, with employer participation encouraged alongside post-secondary institutions and sectoral organizations. Supported activities may include micro-credentialling, certification tied to emerging industries, and advanced technology workforce initiatives—including initiatives focused on artificial intelligence. Labor market linkages, sustainability post-federal contribution, and regional economic priorities are specific eligibility markers for program applicants. This initiative advances the federal strategy to foster long-term workforce capacity and is expected to support new and mid-career workers entering or reskilling for growing sectors.
