Commission Approves Greece's €4.8 Billion Social Climate Plan

On 26 August 2026, the European Commission adopted Greece's Social Climate Plan under the Social Climate Fund. The plan, valued at €4.77 billion and running from 2026 to 2032, targets support for 460,000 vulnerable households, 300,000 vulnerable transport users, and 28,000 micro-enterprises. Backed by €3.57 billion of EU funding and €1.2 billion from national sources, the initiative includes up to 62,000 home renovations, 200,000 heat pump and solar water installations, and an expansion of energy-efficient social housing by 2,800 units. Additional measures comprise improved public transport, including over 200 electric buses and 22 metro trains, and a social leasing scheme for zero-emission vehicles. A temporary heating allowance is set to reach up to 800,000 households annually post-ETS2 implementation. The plan also funds accessibility upgrades for transport and supports student housing renovations. Greece becomes the fifth Member State with an approved plan under the Social Climate Fund, designed to mitigate the social impacts of extending ETS2 to buildings and road transport.

Commission Delegated Regulation (EU) 2026/1304 Tightens Entry Rules for Dairy, Fishery and Mollusc Products

On 24 August 2026, Delegated Regulation (EU) 2026/1304 was published, amending Regulation (EU) 2022/2292 regarding the entry of certain dairy, fishery, bivalve molluscs, echinoderms, tunicates, and marine gastropods into the Union. The changes update Combined Nomenclature and Harmonised System codes, extending official controls and specific hygiene and certification requirements to a broader set of animal-origin products imported from third countries. The regulation clarifies requirements under Regulation (EC) No 853/2004 and introduces further exemptions for wild-caught products and aquaculture output not produced on land. The new rules enter into force twenty days after publication in the Official Journal.

EU-Angola Committee on Investment Facilitation Adopts Rules of Procedure

Decision No 1/2026 of the Committee on Investment Facilitation, established under the Sustainable Investment Facilitation Agreement between the EU and Angola, was adopted on 3 March 2026 and published on 26 August 2026 (CELEX: 32026D1957). The decision sets out the rules of procedure for the Committee on Investment Facilitation as stipulated by Article 44(2) of the Agreement. The act enters into force upon adoption and formalises the operational framework for the EU-Angola investment relationship.
