TRAN Committee adopts position on digital vehicle registration documents

On 8 April 2026, the European Parliament's Committee on Transport and Tourism (TRAN) adopted its position on the revision of EU rules for vehicle registration documents, supporting the transition to a digital format as the primary method within three years of the new legislation's entry into force. The committee maintained the option for citizens to request a physical version and called for QR code integration to facilitate access to vehicle information. The draft rules require electronic registration of vehicle data, including inspection results and cancellation reasons, and provide for the mutual opening of registers between Member States to address cross-border fraud and illegal trade in stolen vehicles. Rapporteur Johan Danielsson (S&D, SE) stated that the approach balances digitalisation benefits with safeguards for citizens facing digital barriers. The committee also voted to begin interinstitutional negotiations, pending plenary approval.

The agenda included legislative preparations for updating vehicle inspection and registration rules, as well as oversight of ongoing transport and tourism policy files relevant to the sector, including digital transition and the facilitation of free movement of goods and people. Budgetary control scrutiny of EU agencies for the 2024 financial year: findings for hospitality and retail

On 10 April 2026, the Committee on Budgetary Control (CONT) published its report on the discharge for the implementation of the budget of EU agencies for the 2024 financial year. The report reviewed financial management and soundness across agencies active in hospitality, retail, consumer protection, and related policy domains. The committee noted unqualified opinions from the European Court of Auditors for nearly all agencies, with recurrent observations on procurement procedures, carry-overs, and staff turnover. CONT highlighted the importance of transparency, robust conflict-of-interest checks, and the need for agencies to strengthen their internal controls. The report also covered issues specific to digitalisation, cybersecurity, and agency cooperation, reflecting the evolving regulatory and operational landscape in the hospitality and retail sectors.
