Education Department Issues Final Priority and Definitions on Meaningful Learning Opportunities
On February 12, the U.S. Department of Education posted its final priority and definitions for discretionary grant programs, effective March 16, 2026. The policy establishes a supplemental priority targeting meaningful learning opportunities, with a framework for enhancing mathematics instruction, high-quality instructional materials, competency-based education, and innovative assessment models. Project eligibility extends to interventions in STEM fields, career-connected learning, and family engagement. The priority incorporates revised definitions for high-quality instructional materials and strategic staffing models, with eligibility for teachers, paraprofessionals, and school leaders. Applicants proposing projects will be reviewed according to evidence-based practices as defined in 34 CFR 77.1, and must comply with accessibility and civil rights laws, including IDEA and Section 504. The notice clarifies flexible application structures for various student populations and instructional approaches, and addresses the regulatory impact and paperwork burden for entities applying under discretionary grants.
